I think the point of the committee is to alleviate the load on the current mods/admins.
Somewhat, but the commitee members only mod one section. As soon as this section is mad any mod or admin atuomatically gains access to it. I think. So basically anyone who's name is blue or red will be able to mod this section. So in addition to modding the commitee's job is the applications, they send out the hyperthetical questions to the applicants, read over them and decide if they are worthy of entry.

you also have to conisder the personality of posters. for instance lets say someone who is on the commitee gets into an arguement with someone about the topic of the thread. if he wanted to he could just delete the post if he was angry at him. so that should also be conisidered.(though might not happen that someone would get angry)
I would imagine then the acknowledged need to carefully choose this committee. To appoint it with members who have ideals, but are also pragmatic, sensible, and rational. It sounds like a rigorous screening process. I lack sensibility for sure. It's difficult enough for me to exercise it when just moderating the rest of the forum.

Usually one for the clan, which only members of that clan can view, and a general area for all clans, where everyone comes to together and more often than not dukes it out in a series of clan compititions and a tally is keep to see which clan rules supreme.
I am struggling to find how the section would work with only the one clan. www.sorcerers.net does have a single clan (one inwhich you buy entry into by way of donation) but it's section is mostly for discussing the clan, and ways in which they can make it better, or perks they want to see for the clan. Avatars are actually a clan perk at that site.

1) To give a niche for the more "serious" members where they can discuss whatever they discuss separated from the flood of newcomers that keep spamming.

-Hard to define exactly. Multiple reasons, some easier to describe that others. (kinda need to read the whole thread.)
-An area wherein new comers cannot spam or flood threads with the same pictures over and over and over again, and offer no new oppinions or thoughts, as they cannot access it.
-People wanted an area free of newcomer's flood and spam, this was the closest they can get.

Whiny little kids, pulling each other's hair and flicking boogers at each other, and having random stupid arguements that you sit there scratching you head wondering what they hell they are talking about.
