from the Diablo booklet the story said that Leoric was at first righteous and with his actions he helped the people of Khanduras that accepted him as their ruler. Diablo chose him (after he appeared to Archbishop Lazarus' dream and forced him to free him) but still even though he made him mad he wasnt able to fully control him.
All of the Three except Baal (who was imprisoned and chained inside Tal'Rashas body) freed themselves because of the information Izual gave them about the Soulstones. That doesnt show much of their strength.
Actually Mephisto freed himself, he was just waiting for Diablo and Baal and controlling the Zakarumites from the temple, he seems to be less hands on then the other 2. He also sent Leoric for Diablo to use.
And I believe that Baal was always physically the strongest, his soul did crack the Soulstone.
"Mephisto finally managed to overcome the powers of the Soulstone that imprisoned him enough to influence and corrupt the local priesthood, known as the Zakarum. The Demon then had the priests work spells to shatter the Soulstone into seven shards, breaking the mystic seal and freeing the Lord of Hatred. Mephisto drove the six smaller shards into the left palms of six Zakarum archbishops who were then charged with bringing him nourishment in the form of human sacrifices while running their temple. The largest stone pierced the hand of the Que-Hegan, the highest divine authority of the Zakarum faith. It was this body that the Demon used as his manifestation on the mortal plane, warping the mortal’s form into an approximation of his true visage. For years the corrupted religious leaders of the Zakarum have kept Mephisto supplied with information and misguided followers to carry out his plans of conquest. He eventually met up with Diablo, and the two began to work to enslaving the human race. However, Mephisto was later killed by the same adventurers (or adventurer) that would go on to kill Diablo. Mephisto's Soulstone was destroyed in the Hellforge after his defeat, ensuring that he demon stayed dead.
Mephisto is considered the most intensely evil brother of the three Prime Evils (and is also the oldest). So overwhelming is his evil that his malevolent influence can bring the dead back to life; these zombified beasts are filled with such anger for the living that not even death can quench their desire for pain and suffering. Mephisto may also be viewed as the most intelligent and calculating. Over the years, after having ensorcelled the Zakarum, he used his newfound power to bring the lands of Sanctuary under his heel through the martial power of warped Paladins, and sent the Zakarum deep into Westmarch, where his inwitting servant, King Leoric, would take over Tristram."

I originally voted for Diablo, but I have to agree with kebzilla. Mephisto seems the most evil of the prime evils.
If you mean power, I'd say Baal- he's obviously more powerful (hence being the Lord of DESTRUCTION.)
If you mean cruel and cunning, I'd say Mephisto- just look around his Durance and you'll notice all the torture devices, the mounds of mutilated corpses, and the huge pools of blood.
I'd say Diablo is somewhere in the middle, but rightly so- as in I'm not saying it makes him any lesser than the other two, because I see that as part of his strength.
I don't know if any of you have played the Gamecube game eternal darkness, but theres 3 evil gods in that game, one who's strength is insanity, one who's is magic, and the other's is pure might. All this discussion of the 3 prime evils reminds me of that.
What is the most effective on the battlefield? Hate, Terror, or Destruction? I would say all of the above. Hate can be used as fuel to drive a war, Terror can wane the courage of you're opponents, and Destruction is pretty self explanatory.
I'm going with Mephisto. If I saw him, I'd shit my pants. I'd probably do the same with Diablo and Baal, but I'd probably just run away screaming like a girl. Mephisto is so freakin' scary looking I'd instantly soil myself. Plus, his voice ... damn. And, IIRC the durance was filled with blood and shit, and had bodies everywhere.
I know that doesn't "define" who's most evil. But I'd be most scared of Mephisto.
And I actually sort of like Baal. In some weird way, he's a likable villain IMO. He's a complete smart ass, but a bad ass at the same time. With this opinion, I really can't put him as the most evil, but just the biggest jackass of them all. He sort of reminds me of the Joker in Batman, lmao. In some weird way, I guess the personality - which I'm basing off of the cinematic at the start of Act 5.
Really, I serously think that Diablo is the one with the least accomplishments, compared to Mephisto and Baal
how can u say that, in the first game the guy convinced the hero in the to plunge the soulstone into himself, he may have not attacked the world stone but still he made shore that he would still live in the body of somebody who killed him who is even more powerful then him

Diablo accomplished corrupting the srrounding area (Monastery) of his soulstone, but then his short reign ended by the Wanderer. Mephisto accomplished freeing himself from the Soulstone, corrupting the Zakarum Temple (Zakarum is the religion of Light) and its inhabitants (except Khalim) and turned them into demons into his own will. Baal, well Baal fought with Tal'Rasha and eventually gained control of his own body, after that he managed to corrupt the Worldstone. So lets summarize this:
Diablo: Corruption of local area - Short Reign
Mephisto: Corruption of local area - Long Reign + Freeing thyself from Soulstone
Baal: Corruption of Tal'Rasha + Corruption of Worldsonte
Diablo seeded 3 acts with demons, and corrupt shit, 2 of which he was in a lesser form.
Mephisto took over one city of easily people (people are inherently easy to corrupt).
Baal took a Arreat Summit and corrupted the Worldstone.
DIABLO is the most evil of the three. want to know why?
One time in uber trist, I observed Uber D molesting the A hole of a small child while chanting "MICROSOFT, MICROSOFT" While Mephy and Baal were just watching and cheering him on.
i think only M. Jackson himself could be deemed more evil.

How in the fucking world did you arrive at that conclusion. Mephisto corrupted A WHOLE RELEGION-BASED POPULATION BENT ON THE LIGHT, THE ZAKARUM, thats about a whole population of King Leorics right there, and Diablo couldn't fully corrupt King Leoric.

and Mephisto couldn't corrupt khalim so... some people cant be corrupted, that doesn't mean that the majority of people aren't easy to corrupt. Corruption is easy to perform on those who have nothing. Show them what they desire and offer them a choice. Is that so hard?
Baal: Corruption of Tal'Rasha + Corruption of Worldsonte
Baal also decimated the entire northern reaches of Sanctuary, besieged Harrogath, and destroyed the other fortresses. He also managed to convert Nihlithak so that he would bring him the Relic of the Ancients.
Oh, yes, and don't forget both Baal and Diablo fought Tyrael and left him locked up in Tal Rasha's Chamber. (Baal literally ripped the Azure Wrath from Tyrael's hands, lol.)
