As of right now, my DH isn't fairing to well in inferno and I'm not rich to buy on AH.
He really can't farm even act 1 and repair costs kill when i try.
So my question is, should i wait until 1.0.4 and see the classes changes or should i go ahead now and start a wizard.
Everything moves so slowly in Act 1 you can definitely get good enough gear to farm Act 1 relatively easy from the AH, just look for upgrades that will make the most difference in you're stats. If you're having trouble still then farm Hell.
1.0.4 is not going to help you play inferno. Just play the game, farm for gear, save your gold, peruse the AH and buy an upgrade here and there when you can find a deal.
i can't actually give you my opinion cause if i do big brother will nerf whatever i tell you. but waiting for 1.04 isn't going to do any good since every patch is going to be worse than the last one.

If you've jumped into Inferno with 10k DPS, 20k HP, 2k armor and <100 RA... you're going to have a bad time.

I got base dps around 16k and 34k with SS. Armor is around 2200. Res are around 200. HP is 14k.
I usually get 1-2 hit lol.
Maybe I just using wrong skills and need to improve my game.

16k unbuffed seems incredibly low. No one is expecting you to walk into inferno with 50k+ dps unbuffed (unless this was your "alt") but I'm going to presume that either your weapon is sub 60 or your stats (dex, crit damage/chance, ias, etc.) is way low.
I would like to think items are much more accessible now, too than when I hit 60 (first week of launch). It might be a bit tough, I don't know how your gold (USD? if you use RMAH) situation is, but even getting it to 30k--which should not be hard or cost much, will help you tremendously.
If you're doing just fine in Hell, farm it. It's not a sin, and farming Acts 3 and 4 can certainly give a fair amount of gold/hour (I've done it with +180 base GF and managed to make 200k/hour).

How is your DPS that low? Seriously, if you're on a NA server, I might just give you a better weapon. I'm sure that I've vendored stuff better than you're using.
You should post your stats, build, and troubles in the DH forum section to get help.
You can get a 1k dps 2h for like 50-100k easily. Drop the 1h xbow since they have lower damage range to begin with, and you need high end gear and high end 1h (+stats, sockets, etc.) to use them efficiently.

I started inferno on my WD with worse stats than that and I did just fine. Yeah, it's a little rough till you find items with some resist on it. But, at 11k DPS and ~300 resists; Act 1 is cake. At around 17-18k dps and 400 resists, it's easy. At 30k dps your resists no longer matter cuz everyone is dying too fast.
