Notice the last line. It could just mean that "besides what's left of Normal you also have the other difficulties to play. Still, something interesting to consider. That would really give Starter gamers a good chunk of the game to explore.
Other limitation I assume will be present are likely a maximum level of 20 or such and possibly to not be able to dye and/or gem your gear? Not to mention the 20 level max won't let you see the entirety of skills. Also likely you won't be able to create a Hardcore character, even though you've hit the level 10 requirement.
Starter packs would be for those undecided people who does not want to participate with the rush of people who will be on-line on the midnight of May 15.
I don't think these starter packs would be that important on release day or even a week after release because a lot of Diablo fanatics would have had their hands on the game and are grounding it. Maybe, after these undecided people hear how great the game is from their friends and peers, they would try out a little of the game using the starter pack, then decide if they really want to purchase the licensed version.
I doubt the starter edition (demo) will be anything other than the beta. It's saying you can still keep playing these couple levels, but if you want so see the rest you need to pay up.
I'm pretty sure that some error tags in the beta pointed to the Start Edition being the exact same content as the beta.
Think about it they wouldn't want to give story spoilers etc to people without the full game, and they can farm the shit out of the beta content like we all have been.
I think it's advertising the fact that you can do whatever the starter edition content includes on additional difficulties if you buy the game. It can be interpreted in many ways but I wouldn't jump to any conclusion based on a single client string.
Letting players finish act I makes much more sense since it will probably be finished at around lvl 13 or 14. Full normal mode is too much content as it may not be finished till around 30 at the latest. I wouldn't be too happy with that.
