With the new upcoming change to CC effect, for all CM wizards, after the first 2-3 Frost Nova, all of the following Frost Nova will only have 35% effect, i.e. 1 secs. So are they still viable?
From what I understand what the change will be
The base duration of Nova will increase, probably to 4-6 seconds up from 3 (at 60)
Then after 6.5 seconds of the Nova-Lock, each cast will only be 35% of the usual duration. (1.4-2.1 sec)
Which means normal mobs will have the same Stun resistance as Elite mobs do now
I also couldnt find an answer for this question from the blue post
Which one of these situations applies to Elite Mobs/Bosses? (Not certain if it already uses the Stun or Root Resistance but I'm pretty sure I can safely assume it uses the Stun resistance(65%-50% respectively)
A. It has no effect. (Stun Resistance)
With the base Stun Resistance, it is already at or above the cap already
B. It stacks multiplicative. (.35*.35=.1225 Stuns, .35*.5=.175 for Roots)
Otherwise the change wouldnt change anything when it comes to Elite Mobs and Bosses, however in that case it would make CC rather useless past 1 cast every ~5 seconds and completely useless if the base duration of the stun/freeze is less than 4.1 seconds for Elite groups, 4.62 sec for Bosses
C. (only if Freeze follows Root Resistances) It stacks Additive
Instead of starting at 0%, it starts at 50% and goes to 65% "normally".
It's a long time since people needed nova, its a waste of dps to use it, not like people die nowadays.
True, but in public/group games it's pretty damn nice. As a monk I drop most of my defensive CDs and go for straight DPS/buff status to drop some wicked damage. The other day I was in a group, on my monk, with a wizard and two WDs. I'd drop cyclone strike to suck everything in, the wizard would freeze spam and the two WDs would spam AOE to straight melt groups. We managed to clear act 3 in the matter of a few hours.
It's a long time since people needed nova, its a waste of dps to use it, not like people die nowadays.
people still use frost nova, especially if they are running diamond shards AND shocking aspect. You have insane defenses and still uses ugly energy armor lol and also have no wormhole for movement, you must clear act 3 slower than an old spec glass cannon does nowadays....
well, i hope wizard will be more thoroughly rebalanced than in 1.04 (where it suffered minimal changes). also, official site should post info on skill reduction - i remember d2 had 50% nightmare and 25% hell freeze reduction - but what's the case now? is it 0.125% in inferno? how elites are affected? all of this should be posted, and not "dug-up" on some post in forum. eventually this time will come, but until then i cannot help that i'm missing crucial info

I expect the Storm Chaser rune proc coefficient to be brought back in line with the others.
Time to get that crit chance through the roof, or prepare to change to another proc spell (Deep Cuts spectral blades or Meteor).

Elite mobs have 35% CC duration now, while white mobs takes the full duration. After the patch ALL mobs will have a diminishing returns of 10% reduced CC duration per second they are CC'd to a maximum of 65% resistance. This resistance decays by 10% per second they are not CC'd.
This means it will now be possible to Nova lock elite packs the same way as normal mobs for the first 6-8 seconds of the fight, at which point they will reach a steady state of 50% frost nova uptime unless your engine is running hard enough to Nova lock them with 35% duration (i.e. you could full nova lock them as they are live).
It also means that you can only Nova lock white mobs as long as you can elites, so easy fights get harder (but not much harder) and hard fights get considerably easier, so its a net buff.
