One thought I had, inspired by The Sandman graphic novel line by Neil Gaiman, is that they are used for the practical purposes of summoning any of the Three brothers by any of his lieutenants from where ever he might be, for purposes of granting counsel and relaying information. But it seems as though they FORCE Diablo's presence, when all five are unlocked. I wonder if this is some fail safe mechanism of some sort; for example, if Diablo is in dire straights, his lieutenants can summon him from afar to relative safety of the Chaos Sanctuary. Still, not entirely effective, it would seem.
Perhaps these serve in leiu of a Soul Stone, binding him physically and ethereally to a place rather than one single object?

Each seal belongs to a point on the pentagram of revealing. If you actually listened to Hadriel, he says Diablo's inner-most sanctum is hidden by five seals, only by opening these seals will you face the Lord of Terror.

Like others have said, 5 points on a pentagram.
You're probably right as having them as a way to bind him to this plane though, or perhaps a way to reveal him in this plane (since he didn't pop up till' we got them all).
Makes sense as a way to hide him from this plane, and guard him in times of conflict.
This is because when you opened those seals, his 3 (probably) most powerful guardians were summoned, to kill you.

Well I think the whole Five Seals thing was mostly just a contrivance on the designers' part to create some challenge for the player and to increase tension until the "final battle."
But if we're going to take this whole thing seriously then I imagine that Diablo's innermost sanctum from which the five seals summon him could I suppose be a kind of extra-dimensional place similar to the Arcane Sanctuary but it could also be just another less accesible area of Hell where Diablo hangs out.
So really, unless Blizzard for some reason announces what Diablo's innermost sanctum is, just use your imagination and fashion it into whatever image you like. Arcane Sanctuary type of place or otherwise.
What Musica said. I always figured the point was to raise the tension level...though it might have been more effective if the seals and what they unleashed could have been randomized. It certainly would have been interesting.
It would of been interesting with the randomization, where each seal has a chance to spawn any unique and/or super unique that was killed previously. The lore part would be that Diablo has chosen them to come back and get revenge. The levels of your opponents would be about the same as Diablo himself. If this did happen, that would mean that one of us might actually face Corpsefire from the Act 1 quest at nearly the same level as Diablo. We might even fight Andariel or Duriel or even Mephisto as they are Super Unique.

That would be interesting, Lt Venom. Tapping into the primordial Abyss, the Seals channel and release the spirits of the dead as they are opened one by one. I like the randomization element, too. I actually hope something like this occurs in D3; Diablo's Chaos Seals 2.0.

With my idea, that would suck if Duriel was summoned and you had one hell of a time trying to beat him before. Since when Duriel is summoned, he would be harder to kill than Diablo.

I think it was just, from a humorous stand point, Diablo not wanting to have to deal with all the petty demons. He could stay holed-up in his Sanctuary if he wanted to. You opening it just made him realize "Holy shit, someone just blew my minions of Hell to hell." so he'd have to come down and work with you personally.
"man, I've already been to hell and back. Multiple times cause I kept dying. And that was probably nothing compared to what's in store for me now... this game is fucking awesome".
