I can see some benefits from such a mechanic. One would be that we wouldn't have useless legendaries (with all of them becoming more powerful as far as base stats go, and being unique on their own way).
One of the problems would be people farming Normal or Nightmare just to find said legendaries.

normal should have growing legendaries for normal range 10~30
nightmare 31~50
hell51~60
inferno 61~63
tho any of it can have pickup radius+ hp regen+health globe healing and thats all
Vendor trash? Any lvl 59+ legendary, which is what you'll be finding in Inferno, is a free 140-160k gold. Some of them sell for a lot more.
Lower lvl legendaries are only "vendor trash" because a lot of people are either already done leveling up alternates, or don't wanna pay 75-100k (seen some of those in the AH) for items with lower base values. I have bought my fair share of legendaries to level up alternates (Dawn, Cluckeye, Aughild's, Aquila Cuirass) most of them on the 25-30k gold range, and they were pretty good for that level (better than most rares), so you can't say they're all vendor trash
Blizz is already reworking legendaries by the way, so there isn't much point in ideas like these until we see what happens to them in the next patch.
thinking more into this, having heirloom legendaries would be interesting because any of the them could drop at any given time, giving us more use for legendaries.

Do you mean like Heirloom items in WoW?
Wouldn't be a terrible idea to have some kind or recipe and have the items as account bound, then have them with decent stats and +xp sort of idea that scale with your lvl. But having them just as a legendary type drop that was in no way bound to you wouldn't work very well I don't think. The AH would just become flooded with all these items that really wouldn't be worth buying, being that they would end up becoming expensive and only good to people that are looking to roll a new class.
If you're talking about low lvl legendaries acting like wow heirlooms then what's the point? Putting a flawless square ruby into a weapon socket every 5-10 lvls during 15-40 and then a lvl reduce weapon for 42-60 is all you need to one shot most of the time, other gear makes little difference leveling.
If you mean at max lvl legendaries keep scaling up the more you play then that would also be bad.

lvl req reduced is nice property. got 1 hander with 700 dps and 100 vit and -11 reqs

this way legendaries are a little more legendary in the fact that you can use any of them whenever you want!
