The affixes themselves are random and how powerful they are is random as well (as in, an affix could give anything from +5% atkspeed to +30%, just a crazy example). So yeah, in theory it's possible for blue items to be better than the Rares or Legendaries you'd be currently equipping.
And this is probably going to happen a lot in your first run to lvl 60, getting a solid blue on Nightmare could definitely override a Rare from Normal.
The only "advantage" Rares have over Magical items (blues) is the fact that they do roll more affixes, but nothing guarantees these affixes will be better.
From my brief experience in the beta I was using two blue 1hand xbows over rare xbows i found because the blues had higher damage modifiers. With enough farming though you will probably come across a rare with equal damage and more stats (hatred regen/vitality/agi) to make it way better than the blues.

The blue xbows sold from the fence had higher ilvls than those found from killing, at least IMO.
In short, yes you can find leveling items that are better as blues then rares. At level 60 you can also find blue items that are better then rares (because theyre crappy) but that doesn't mean you will be using them because you can get rares that are a lot better then that again.
So in short, at 30 you will be wearing a mix.
At 60 you will be wearing a full set of rares or better rather quickly.
In the early game, say from Normal til late Nightmare and maybe early Hell, you will probably find the occasional blue that provides more raw dps or raw armor plus a main stat that is better than a pimped out rare or legendary. I agree that more affixes don't immediately make an item better, if those affixes do not apply to your build.
But late Hell and all of Inferno, no one will have any blues. It will be mostly Crafted Rare's with a Legendary or 2 in the mix. Blues will long since be a thing of the past at that point.
I'm just kind of expanding on what Nausicaa said here. If it's anything like Diablo 2, then it's possible that certain blue items will be better under specific circumstances. The thing with blue items back in D2 was that they couldn't have as high a number of affixes and suffixes on a single item as a rare could, but the affixes and suffixes they did have generally had a higher maximum value than the ones found on rares. So, for instance a blue magic assassin claw could have +3 to traps and +3 to lightning sentry, whereas the rare counterpart could only have +2 to traps and +3 to lightning sentry, giving it a lower + to lightning sentry. In this case trap assassins who want to maximize damage would prefer the regular blue claw.
The great thing about this, is that most people who are inexperienced in the game will get the impression that rares and legendaries are always better, and sell off potentially great blue items at prices much lower than their actual value. So it can really pay off to get a solid understanding of the actual value of items, even the regular magic ones. I probably threw away a fortune in great magic items back in D2 because I didn't know the usefulness of what I had found. I don't intend on doing the same mistake again.
I haven't really checked the stats available on items in D3 yet, so I can't say for certain that we'll see a similar situation in D3.
Assuming you want damage on your weapon, you can have a blue that has 3 affixes +300dmg, +300 arcane dmg and +45% attack speed that would be much better than a rare or legendary that has 6 affixes to the effect of increase gold pick up radius or poorly rolled dmg stats. But the chance of that happening between a blue and a rare of the same level is pretty small
Legendary/Rares will always have more stats than an blue, BUT ur perhaps want life steal or more raw stats as dps or armor over added fire dmg, better resource regen and +HP. 99% of the time blue items r inferior to legendary at same lvl
Since legendaries/rares have a higher number affixes, rares/legendaries will always be better, but when leveling up you cant afford to be picky
Just to show you what we mean, when maxing out a stat (example from D2), where blue would always be better then rare (if you want MAX of this particular stat, and don't care about anything else):

So if you wanted a ring with resist all 15%, it had to be magical, couldn't be rare.

Let's pretend that this was the only way to get MF, in that case you could get 50% more MF (comparing 15% vs 10%, not their sums) if you just used blue amulets, circlets and rings, instead of rare ones.
But as I said at the top, in general Legendary > Set > Rare > Magical, assuming you are not trying to max something specific or one has rolled a few maxed affixes that you are rating a lot higher then others.

While that is the case for Diablo II - I think anything of sufficient ilvl with the correct item type will be able to possess an affix.
The only difference between magic/rare/legendary in D3 is the quantity of affixes ^^..
