Not getting 15% within 2-3 billions is totally normal. I needed to roll to 30.5m (per roll) on my current one and my others before it have all been 15-17m per roll before I got what I needed. The same has been the case for many of my friends on their bombardiers, worst I've heard of is 50m+ per roll on Bombardiers rucksack.
This all depends on build really. For a pet doc Socket+Crit+CritHitDmg+Int is going to be best and same about some fire builds but for a Jade doc Cold+Crit+Crithitdmg+Socket is always going to be the clear cut winner. 5 stat ammy ftw though, for many classes.
Oh, and absolutely all weapons seems to have had their Critical Hit Damage Rolls removed, Manajuma's Carving Knife and The Barber i can confirm myself but combined with the other ones you have on your list it seems they removed this along with the 1-2% crit hit chance that could roll on certain weapons.
Mask of Jeram (leg one, not set) no longer rolls Allres and Homonculus Mojo no longer rolls Allres + Elite Damage Reduction. Gonna make it a lot easier for WD's to get good ones of both.
There you have it, as good as it gets. Tribal Rites is optional but that's what the top WD's not using silly exploits on test have been running. As far as gear goes: SMK / MoJ / Ukathapian / Taskers / Hexing Pants / Tal'Rasha chest / Witching Hour / Tall Man's Finger / SoJ (Int+Crit+Crit Hit Dmg+Elite) / Strongarms / Jade boots+Shoulders
Full out damage / attack speed only CDR in headslot and on shoulders and Gargantuan Damage on gear.
Incredibly good vid. This is what I've been saying all along. Diablo 3's difficulty is poorly implented, instead of playing smart and figuring out the game you're stuck constantly having to resort to cheap tactics.
Screw the previous post, it's completely broken now. Getting oneshot with Force Armor + 22k shield and 15k HP ATM. Like seriously oneshot, doesn't even reduce by 35% currently. Wierdly enough it did so 30 minutes ago but now it doesn't then it did then it doesnt. Aka broooken xD
The big factor here is surprisingly enough whether or not your class is suited to rack up big XP bonuses. Like for WD i often get 40-60 kill chains and single blows for 15+ mobs but with WH you kill groups one by one so it ends up at 30 or so. Monk again got huge XP bonuses but not as big as WD and Wiz was somewhere inbetwen WH and monk.
It can and it has. Blizzard decided it was overpowered and now any hit that is more than your max life completely passes through Force Armor and kills you.

What they did was change the order of which damage is processed.
Before damage was reduced like this:
Armor / Resistances -> Force Armor/W Rune -> Shield -> Damage taken
Meaning that if you had 3k HP, the maximum damage your shield could take would be 1k per hit. That was OP.
Now it is
Armor / Resistances -> Shield -> Force Armor -> Damage taken
So if you have 3k HP and a 10k shield, and armor reduces damage by 50%. And you then get hit for 30k base damage.
It would be like this
(30.000 * ,5 = 15000 damage left -----> Shield for 10k damage -----> Force Armor removes 4k damage since it's over the 35% limit -> Take 1000 damage.
Instead of
(30.000 * ,5 = 15000 damage left -----> Force Armor reduces to 1k damage -----> Shield Takes 1k damage ----> 9k Shield left ----> Take no damage for the next 9 hits
Basically there you have the change they made. And shield after force was OP no doubt.
