I've seen a few videos of guys creating the same weapon/armor over and over hoping to get one with "perfect" stats. I think it's called "rare"(not sure). Well, how do they know what the perfect stats are? For example, here is a weapon: http://imgur.com/kPgWD
So that says: 8-14 Damage, but has 15.0 Damage... I used to think "8-14 Damage.. the highest possible damage for this weapon can be 14.0".. but then I seen that image. So how do you know what the perfect stats are?
The guy in the video I seen was like..
"the perfect sword is going to have 35.8 dmg 12.8% block 28.9 strength" etc etc (I just made those numbers up for example)
But, that is my question.. how do you know what the best possible stats are for any weapon/armor?
What you're seeing in that picture as far as the '15' go is the DPS, or on average how much damage you'll do per second with that weapon.
Just by having the beta around for the last 6 months people can safely say 'the item level of this weapon means that the maximum amount of affixes are X, and those affixes can only be Y,Z,V ect, and those affixes can only have a range of X-Y. Now when the game goes live, the high end legendaries will be really fun because if one drops you have no idea if the, say, + 185% weapon damage is the highest it can roll, or the lowest.
This of course will not be the case if Blizzard puts up every item available immediately after release along with their affix pools and ranges, which I really hope they don't for at least awhile.

There are already databases for that. Once we have the complete version available it won't be hard to datamine the stats for each piece of gear. For example, http://d3db.com/item/i/1646 see the set bonuses on that weapon? Or the affixes on this axe? http://diablonut.incgamers.com/item/arch-axe
That data is quite old so I would take it with a grain of salt, but it was all taken from the beta data files. In the final version we will be able to see the updated stats that are likely locked away on their internal servers.
The DPS is not only the damage range, but it also calculates in any added damage bonuses. +damage, + any elemental damage, ect. That's why you'll often see the DPS higher than the range of damage the weapon has. (ie: 8-14 dmg - 15 DPS)
technical answer:
The Sickle in your example has the following base stats:
Sickle
1-Hand
Barbarian Only
Mighty Weapon
11.0–12.3 Damage Per Second
(6-7)–(11-12) Damage
1.30 Attacks per Second
Durability: 40–50
(from the official page, may be outdated a little, but that doesn't matter for the explanation).
This means, if a magic(blue) or rare(yellow) Sickle drops, it creates a random minimum damage out of 6 and 7, a random max damage out of 11 and 12 and one or two magic affixes(like "Adventuring Sickle of Winter" or "Sickle of the Angels").
These affixes have different ranges as well. "adventuring" for example grants bonus experience per monster kill. It can be +1 but also be +8, it's all "adventuring". Maybe there is a higher tier of this that starts a little above the beta usable gear.
So, a perfect Sickle in the beta would roll with a natural 7-12 damage range, an affix that adds 2-4 damage of any kind, preferrably cold and the haste affix @ 5%.
edit: Rares can have more affixes of course, but the elemental damage affixes seem to be mutually exclusive. Sad thing
