The only viable way to use rimeheart, imo, is on a monk with azurewrath & rimeheart. Even that probably doesn't compete with flying dragon, but maybe on a ZDPS build it could work.
Unfortunately rimeheart suffers from not being strong enough to compete with other options. It would work on wizard if boringbird wasn't so incredibly overpowered. The other classes don't have reliable freezes, so you can't even hope to get use out of them unless you pair it with another freeze weapon(like azurewrath). Even if boringbird wasn't all the rage, Serpent sparker, wand of woh or even the more reliable Shard of hate are all better options.
If it could work on chilled enemies, it could be strong, but as it is..it's kinda useless.

The problem with rimeheart is that it is utterly useless on bosses/elite. With the diminishing returns on CC you freeze bosses/elite much much shorter intervals and in this short interval you need rimehearts 10% * your awful proc coefficient to happen.

No. It would be broken in that instance for essentially any class with real proc coefficients.
Proc coefficients need to go out the window on everything. Determine procs of single target effects once per target per spell, and procs of multi-target or personal effects once per cast per spell.

Best thing you could try with this build is Mirrorball + Glacial Spike.
Firing three 0.77 proc coeff, small aoe bolts per cast, each with a chance to freeze. Now if only there was a way to keep freezes up longer before diminishing returns...or if there was a second or third item that could synergize or compliment the damage from the proc it self to allow it to catch up to the 6-set in effectiveness.
Because to be honest, 1 item that could match a 6-set on its own would be OP. We need a few that work together, but sadly there are far too few legendaries that do anything interesting at all.

I'm finding it really hard to think of a more efficient way than firebirds. Seriously, you just cast (apocalypse doesn't require precise accuracy and neither does mammoth hydra) and run forward and they die.
Channeling forces you to stand still, how that can ever compete is beyond me unless they up the damage to crazy levels.
So yeah, freeze might need it own DoT effect from a leg item. That way you can cast frozen solid and run (but then it's the same/similar playstyle to FB anyway)
Or maybe something like this: "Immediately gain maximum power on your channeled spells" that could be interesting...
I've had a 2.400 dps rimeheart drop, but it's crap over the firebird, i've tested it with winter flurry + frostburn and with light of grace, 2 diferent builds, it's proc is brutal but doesn't happen very often. and doesn't proc on rift guardians from what i saw
Had mine proc for 350mil vs an elite. It could be really nice if it would proc more than 5times a rift. Needs a redesign, i dont think anyone at blizzard has ever used one.
Yes, the extra missiles can now proc independently. And Depth Diggers do not effect Wizard or Witch Doctor Primary Spells/Abilities, so they won't work in this build. You can get +30% on belt and pants though, plus a bunch from Simplicities Strength, so you can boost it a bunch there, at the sacrifice of some mitigation.

Still puzzled, as to why they disallowed us to use depth diggers in the first place. Do they really think, that 620% damage electrocute will be so op?
You can also get magic missile damage on oh. Good luck with 15% roll though ^^.
Just a retarded decision by a retarded class designer... Just like everything else about the Wizard in the last few patches. They nerf this class to the ground and give other classes the exact same things it could have had or had in the past. I can't stress this enough, all the Wizard nerfs are the most ridiculous things that happened in D3 since release. Just an example, CM wiz that could lockdown mobs with the freeze... Nerfed that to oblivion and now you have WD that can do the same thing and even better... Also the Crusader can perma blind everything with enough CDR... I hate to use this word too much but RETARDED.

It's not good on Demon Hunter. Wizard. Witch Doctor.
