I HATE these firechain guys as well, but I ran into a vampiric last night and it was all my and my WD friend could do to kill it. It was the first time we had seen a vampiric and were unprepared.
No. You do what must be done with wizards: you stack movement speed up to 23-25%, you stack attack speed up to 2.5+ attacks per second, you stutter-step moving away from the mobs on the maximum distance and you don't get hit by mortars. It's as easy as that.
The 'mortar-evading strategy' you describe is something fit for barbarians and monks.
If you are out of melee range not sure what dps you are getting on the monster(as a barb or monk). So yeah, you could stack FRW(Faster Run Walk old school) and be mobile enough to do that. And if you are doing things solo that would work out better. I knew there was potential for you to say something constructive.

As for mortar, the monsters pause when they throw the mortar, change your direction slightly when they do so any you'll never be hit. For vortex, pillar hump and you'll never be dragged in.
If you get teleporting mobs, and can get them to corner for your screen, they won't teleport anymore. Most mobs won't use their abilities (mortar, teleport, vortex, etc) if you can just see them on your screen. Then it's easy to pick them off from a distance. Your abilities go further than theirs do.
I'm literally able to farm almost any combo except invulnerable minion. If your having problems with teleport/fire chains you're doing something very wrong cause that's probably one of the easiest ones as long as you kite decent. You also might want to looking in balancing out your int and vita cause trust me it helps to have at least 35k with force armor on you will be able to take a hit or 2 which is huge ! I'm currently farming act 4 with 40k hp and 35k dps.
So I'm not seeing how that's an easy combo.... One teleports in front of you and fire chains go out resulting in almost instantaneous death. I did mention they're fast right? Oh and the packs I was having issues with were the naturally fast snake guys in Act 2 with their evil invisibility...

There's a lot of discussion of affixes in here, but nobody is discussing the base mobs. Teleporter+Fast+Fire Chains can be a joke or it can be nearly impossible depending on what mobs have it.
There is also a lot of RNG with Teleporter mobs - if they teleport in a sequence, they can screw you over before you can get your health back, but if they all teleport at once, it is easy to Teleport away yourself. Sometimes some of the teleporter mobs won't even teleport at all while others in the same pack seem to spam the living shit out of it. Teleporter is an incredibly inconsistent mechanic. Despite that though, I've really not had that much trouble with it (Fast+Shielding/Invunerable+anything+anything is hell though).
As for mortar, it is usually (most mob types) fairly simple. There is a one second delay before every mortar shot hits - it is basically Phase 3 Belial mechanics. Move from the shadow or you die. The only time it has been terribly annoying is the Hulking Phasebeasts - they will teleport in front of or behind you and block your movements with their massive model size, causing you to take mortars to the face at the same second as their melees.
Thank for letting me know what type of mobs they are because that has a lot to do with the champ or rare pack. Ya i can pretty much tell you those snake guys with there natural invis is basically like having 2 teleports. I would just go to act 3 if i were u and farm the siege breaker quest the whole bride cause its a lot easier then those guys. Sorry if my post earlier seemed kinda trollish but i didn't know why type of mob u were fighting "my baaad!" Any ways happy hunting and skip act 2 its way to hard for anyone that's why people skip it. If you haven't beat belial just join a friends or public game on act 3 on a easy quest complete it and you will always have that available to you after you leave the game =]
My 2 coppers: As soon as you die the first time, change your build to something that can beat whatever combo your having to deal with. Every elite can be beat, you just have to know how to counter the ability they are using against you. Jailer? Make sure you have Teleport. That sort of thing.
For Fast Teleporting Firechains (thread title), what I've honestly found to be the best thing is pop Diamond Skin (Crystal Shell) and tank them while blowing every ounce of your AP on burst DPS. Just before DS wears out, you hit Mirror Image, and Teleport (Wormhole) outta there, and run for your life until DS is off cooldown. Rinse & repeat until dead.

As for fast/firechains/teleporter - illusionist+wormhole teleport usually does the trick, the only exception is probably arreat crater elite packs
I encountered several packs of these yesterday in act 2 inferno. It's definitely the worst combination possible, even worse than immune minions. I managed to kill them all, but it involved so many deaths and so much time it's not even funny. What I find to work best is to never be anywhere close to them. Don't kite in a small circle or anything like that. Try to stay up ahead of them, constantly running with the enemies just off the screen (or barely on it).
Chances are pretty good they'll enrage before you've finished the pack, but hopefully you've managed to kill off one or two of them before that happens. Then just wait for them to regen life so the enrage passes, and then go at it again until they're all dead.
