I gave it a quick go and it doesn't seem like the +3 fury on hit works as expected (or at all) when you are whirlwinding with a mignty weapon.
Reason being, I unlocked Wind Shear which is a meager +1 fury on hit for WW itself and it allows almost non-stop uptime, whereas Weapons Master didn't have any noticeable effect. Odd for being thrice as powerful huh?

Pretty sure it works with fury generator and not fury spender.
The devs have said in the past that they are ok with players being able to mildly break some mechanics. It's possible that this one just felt too broken to them, but there isn't any reason I know of that it shouldn't work. If it's by design, it should specifiy that in the tooltip. Is it possible that it's just treating WW as a channeled skill and giving 3 Fury the first time you hit something in a given period?

It'd be kinda silly to be getting +3 fury for every hit with a fury spender.
Why? If you use an axe, WW should get the crit bonus from Weapon Master, right?
Because it could make alot of skills damn near free....
