I don't even know if we need something like Frenzy, but until Inferno comes and we really know how big Mobs of monsters are and how many hits you can really get with WW, this is all just speculation.
My questions is, with all the Fury generation additions will just using WW constantly consume Fury fast enough so that you can continue generating Fury and keep WotB activated?
I was just now creating a build similar to this on my own, here is my variation:
I used Rend with Bloodbath to add a spamable offensive AOE skill so that I can eat up some fury so that it can continue to be generated and in the process do some massive AOE dmg. Ignore Pain as an "OH SHIT!!" defensive button. The rest of the active skills are the same. For passives I used Nerves of Steel for a big Armor bonus, and Animosity to help boost Fury generation.
Yes what benefits, besides spending furry, would you get from spamming Battle Rage? I only intend on doing Battle Rage as needed to keep it active. Spamming Rend would do a lot more. I was thinking of also replacing Ignore Pain with Ground Stomp + Wrenching Smash. That would make Rend very powerful as you can bunch up everyone real close to you and Rend would make quick work of the now bunched up mob, but since it isn't my main skill I opted to keep my defensive "Oh shit!!" button.
You'll be refreshing Battle Rage so it will have a prolonged effect.
I currently only have beta, so I dont know how much fury you can realistically generate with Overpower, but You may beable to generate enough that you dont need Frenzy or Cleave for fury generation and can drop it for a big fury Spender like Siesmic Slam or Ignore Pain.
This is how I envision hitting the first mob with 0 Fury on hand.
Move into the Mob of 5, fire off Overpower. Gain 60 Fury
Fire off BattleRage spending 30
Fire off Revenge if Available(By that time you likely have been hit, and probably a good chance Revenge is active)
Fire off some Whirlwind, gaining a good amount of fury.
Fire off Wrath of the Beserker
Whirl Wind some more
Fire off Revenge and Overpower
Whirl wind some more
Fire off BattleRage a couple of times
Whirl wind some more

I don't know man. Overpower has a very short range you have to be heavily surrounded. Besides with the rest of the build you should be generating tons of Fury with just Frenzy and Whirlwind.
The way I intend to play my build would be:
Run towards a pack and when I get close cast WotB, Battle Rage and Ignore Pain one after the other and alternate between Frenzy and WW depending on how tightly packed the group is. Using a pair of Mighty Weapons and other fury generating gear added on top of the "Into the Fray" rune for Battle Rage, Animosity and Weapon Master passives and in theory you should be forced to keep spamming Rend to keep spending fury so you can continue generating it enough for WotB to remain activated as long as possible. While fighting I would keep casting Battle Rage and Ignore Pain every 30 seconds to keep their buffs active.
EDIT: I just noticed the rune you used on Revenge. I think I could swap out Rend for Revenge for that Crit chance bonus. And use Battle Rage as my fury spender to keep fury generation going. Hmmm...

I just changed some runes for more survivability. Used REVEL for overpower and PROVOCATION for revenge.
I added LEAP just cause I like that skill ever since D2 lol and it added mobility to get in and out of crowds, And I used call of Arreat for it to act as crowd gatherer for more effective use of whirlwind and overpower.
And added warcry for even more defense and survivabilty
I wonder if fury gain is high enough for the berserker rage to kick in if not I would switch it out for tough as nails, superstition or bloodthirst depending on my gear.

I think that core idea of Whirlwind as insane generation mechanic is really good, but in my opinion WotB would be a trap. You would try to keep it up all the time, and end up geting alot of frustration from your game play for minimal benefit, i think this because cooldown is not short by any means, and mobs are not flowing towards you like a endless torrent, you will encounter a lot of empty space in between packs and that would drive you to rush and get frustrated when there's no one to smash ultimately wasting your dear cooldwon.
My choice would be Weapon trow with dread bomb rune for some major AoE carnage, coupled with some solid defense. Damage on that thing would be insane since you would be using mighty 2h any way.

for +8% fury generation.
Depending on your gear and dificoulty in later acts id swap Animosity for Nerves of Steel or Tough as Nails, and Battle Rage for War Cry (with resistance rune)
