I too hope there is an exp, and I think something will be announced due to Quin's apparent excitement. But just because they are flying him there doesn't guarantee an expansion!

So, I've checked out the site. Some interesting bits:
Quin69 is doing a "Community Stream Season 7 Gameplay & Top 5 tips", so I guess there goes the theory that he was flown to Gamescom because there's an announcement happening.
MrLlama is doing a speedrun of D2, which is a bit interesting. It can either be just an anniversary thing, or a hint at something D2 related, but still... I refuse to get my hopes up.
There's one drawing session for Diablo and other than that - pretty much nothing else, while there's quite a lot of things happening for other Blizzard games. Well, that certainly doesn't suggest a Diablo announcement. If anything, what we can get from the schedule is that should anything get announced at Gamescom, it will be HotS mainly, with possibly some SC II co-op maps.
There is a 1-hour window on the main stay on day 1 - so there could be something, alas - with the general announcement of Gamescom schedule on HotS page, my guess is that they will showcase new heroes and the Arena mode they've talked about last Blizzcon.

A couple important things to note here.
1) Blizzard is flying a whole lot of streamers/community figures to Gamescom - from all their major franchises, not just Diablo related.
2) There is no reason to believe that other people listed above don't get their trip payed by Blizzard as well - after all, for a huge company it's not really a big deal to cover those expenses. Especially if these people are going there to basically work for Blizzard, i.e. do streams that will make their Gamescom presence more attractive.
3) There are only 2 Diablo folks being listed there and as far as I'm aware, there hasn't been any fansites/other community figures being sent to Gamescom.
4) When they've announced WoW:Legion, there were already quite a lot of rumors and stuff going around a week before Gamescom. No such thing is happening for Diablo this year.
5) The reason why Quin69 took down his video might be as simple as a) he got asked by Blizzard to take it down, because it was misinformative and generated unfounded hype or he took it down when Blizzard shared the details of what he is going to do at Gamescom and Quin realized his original enthusiasm was unfounded.
Good points. Remember how d3:RoS was announced @ gamescom too though so it could be another xpac or d2 hd remake on the way...we'll see in a couple of days what its gonna be. We were told by Blizzard that this would be the 'year of Diablo'. So whether that STARTS at gamescon or at Blizzcon is up for debate, but we're absolutely hearing about something this year.
Still though something smells fishy about them showcasing an outdated game like diablo 2. If anything IS announced it will most likely be a d2 hd remake where llama showcases it via speed runs. I'd love to have updated interface and auto gold pickup feature for d2 on windows 10...like you stated though its all speculation at this point but we will see on Tuesday. P.S. also note that quin is only streaming diablo 3 for one day...my guess is that he will be streaming the reveal(if there is one mind you)on the following day. After all why would quin only stream for one day when blizz is paying him for this?
It's cool to speculate man but its all just speculation. If nothing is revealed(i doubt it as blizzard even stated that there will be new game content)then we'll have our hopes crushed i guess. You won't be the only one though so join the crowd :).

There is no development time being put into D3 at the moment at all. Each season gets a week of development time max. What is the team doing the rest of the time? They must be working on some other project because otherwise they are one hell of an expensive development team for what they are producing. If it will be revealed at Gamescom or Blizzcon is the question.
D4 or a new ARPG seems more likely than a D3 expansion. D3 is already falling apart during stress and it really needs a new engine. Jumping to a new engine for just an expansion is not very likely. D3 also still have some stigma from its launch. Something new would bring more hype and money.
D3 still has loads of potential, assuming they revamp some of it's systems, so imo an xpack is prefered, not to mention that d4 would take 4+ years to come, while an xpack would be like 1 year max.

I don't think you realise the workload for a theoretical D4. It's a nice dream, but just that.
Yea true but they were hiring for a new diablo game(game director, concept artist etc.). So yea maybe in a couple years we'll get a d4 announcement but nothing soon. In the meantime d2 hd remake or d3 expansion will probably be revealed(if something diablo related is revealed) at gamescom.

Yeah it was either 2.1 or 2.2 I cannot remember.
Like others have said, more than likely we are getting news about 2.5 and in my opinion as of now, a sneak peak at either D4 or D3 Xpac 2
*Also just to clarify, Quin did not actually pay for a "stream box". He paid for all of his travel, room and board, etc..... which was the same for all streamers at Blizzcon. Gamescom is different because others are paying to get Quin there.

Perhaps a past video by Rhykker sparked some interest when he mentioned Blizzard were looking for certain people to fill spots on D3 project.
