I doubt this is legitimate. You have to be one dumb ass to be fired by forming a negative opinion. That means he probably spit some big nasty words with little arguments and that just proved his incompetence and immaturity.
The whole thing COULD be true, but its just a big "could". It wouldn't be very hard to fake it. My guess is he's just looking for attention and to try and dissuade people from liking/buying D3, by spitting flaws here and there and just bashing the game all around, again, with little actual arguments on why.
Level design? In what order? I.E: Does the desert come second act, or later?
first act: tristram and surrounds (monastery, leoric castle,etc)
second act: desert as you guys already know
third act: something they called the bastion keep. really shit act.
fourth act: begins where the meteor hits, then you descend into hell

Grade A bullshit. Blizzard is used to harsh criticism and evaluation of their work, which is part of the reason why they re-do everything a billion times. As an example, from the Diablo 3 panel from Blizzcon 2009, Jay Wilson was talking about how they hurt the effects artists feelings a little bit when it was brought up that the dune dervish had a better whirlwind than the barbarian and that the skill needed to be re-done. There are other things too like more recently when Jay was talking about how the UI art was "not awesome" yet.

very low system requirements. It is more scallable than torchlight. You can play with a geforce 6 or any shit laptop from 3 years ago (on low settings, obviously)

as a tester, my job is finding bugs and doing what they call 100% coverage run test. but they called us in meetings that asked us our opinions about a lot of things. i said the game was boring and doomed to be a failure.

First of all, why would Blizzard be hiring people for the sole purpose of testing? I'm pretty sure they don't need dead weight like that around their studios when the all the people actually developing the game are working on testing it, as well as their friends and family. Blizzard is gonna have a beta as well to iron out the bugs. The idea that they would hire somebody whose only job was to play the game and tell them what to improve content-wise is ridiculous.

Every game company has testers. You can't seriously believe that the people working on the game all the time can test the game thoroughly and find everything wrong.

How can you justify an expansion when your main character is dead?
Oh, you mean like in Diablo II when we had to fight Baal at the end of the expansion instead of Diablo? There are plenty of other evils out there to fight beyond Diablo, as we have seen so they have a lot of flexibility.
But, this is clearly BS. I think most of the points above cover the various reasons why but, to me, the article just tries a little to hard to sound legit to be.

Pretty much proves he doesn't know what he's talking about. For one I doubt an entire Act would take place in one Keep, especially since they said that its something like the D2 formula where the last Act is a shorter climax, and the previous acts are longer. If you were in Bastion's Keep it would at least include the Dreadlands. And the meteor hits in Tristram. Unless he just doesn't know that Arreat Crater wasn't caused by a meteor, he's just wrong, and even if it is Arreat Crater it just proves he's not really paying attention.

How does a gameplay video give you any kind of sense of how open the world is? Of course its going to seem small when they only take you through a small area of it. Did you watch the Crafting Sanctuary panel or read the recent Bashiok post on randomization? Both of those strongly contradict this guys story.
And as Scyber said, he's under NDA if he's actually a beta tester, and even if he was he'd obviously be pissed about getting fired, so it would make sense that he'd shit on the game. It doesn't make it at all true. I'll believe it when he gets sued, and even then its one guys angry opinion.
