heres a good question i want to ask the developers:
is there going to be level restraints on the bosses and quests before you can do them to prevent Rushing? and power-leveling? like in act 5 in daiblo 2 you have to be a certain level before you can fight the ancients and from there you cant fight baal till you kill the ancients? would the diablo community like this? also should they make it so the base stats only to apply wearing items not the + stats from items included so you dont have a bunch of naked barbs running around with the bear minimum and like a million vita.

Yeah getting through to the game for the 100th time can get boring, but usually when you rush you need to do trist/tombs/cows/baal runs to level your char up. If D3 is well made enough maybe there won't be any need to do these runs forcing you to go through the game to level up and not having any problem with the requirements (though it will be just as quickly)
Nah that was just annoying. Like maybe between difficulties... so you don't have heaps of bots and level ones spamming you in hell... but not within difficulties. I hated that I had to go back to act2 and farm tombs to get into baal.

they need to find a way to make people want to do quests in the right order without rushing
maybe exp rewards could do it so maybe you are at least between level 40-45 in the end game boss in the first level of difficulty
i believe it was already stated that they are staying true to diablo 2 where its all "fast-paced" so yeah theres gonna be rushing and that's a great thing cause i loved being able to get my char up there and having able to play alot of different types of chars and just have fun, boss grinding, mf, pk it was all alot of fun its boring as shit if you slowly level this aint an mmo so play single player or if you don't want a rush then don't join the party.
Rushing is one of the main reasons people still play D2. If you want to see the story, go ahead and see it. I want to see the story once, maybe twice. After than, I want to make characters of each class for every cookie cutter build I find posted online and then I want to make 2 of each character type using my own builds and after that, we'll see if the xpac is out yet.
If you take out rushes, you take out build experimenting. If you take out build experimenting, you need respecing. Respecing has been commented on by the devs and they don't want it in D3. Thus, rushing is needed.
If you want a game you have to play through with each character, Blizzard also makes a fairly decent(and kinda fleshed out) game known as WoW(World of Warcraft). It's a decent game, according to a couple million fans so maybe it's worth looking up.
*sighs* I guess I did'nt look at it that way. I guess I feel like everyone around me is rushing and it makes me feel I need to rush as well. Oh well Hopefully you dont need to do fifty million D runs to get to a high level. Hopefully if you play the whole game clear every area of monsters I hope that also gets you to a high level.

They should encourage players to finish all the quests in each act by achievements with game play benefits, instead of preventing them from rushing outright. You completed all of act one? +30-50 fire damage for you. Also if they scaled the enchantment with your level then it would be an even better reward.

I never used em' so.. lol. If some high level joined my game and murdered the quests I'd just make a new game..
It's not really useful but it's a nice addition I guess. They're probably have it in D3.
Yes level restrictions. Yday some guy came to a game I made and wondered what I was doing in act3 sewers.. well getting the heart of course. I guess he never done that. After that I killed council and cube dropped.. I guess he hadn't even done the cube quest ever. Like wtf people that are tarded lazyasses that can't even complete the game by themselves should not even play it. Some people just get to last act get some duped gear and get a baal bot running and tada 99. THey should be taken behind a sauna and shot on the back of their head.
For hardcore character, one of the most dangerous times are when you go through all the quests.. a lot of unpredictable situations occur. When you get rushed you can always go to the safe zone where you know what happens and there are less surprises.
But anyways, they should encourage questing by adding usefull rewards. They could add sort of level restrict that if you are too high level you wouldn't get the reward. So if you get rushed and level up you can't return to get all the cheesy quests.
Blizzard seems to want to do away with rushing, but there are other ways than level restrictions.
Quests could be linear, meaning I'd have to do the den of evil, then blood raven, etc before I can kill Andarial.
TPs could be made personal, meaning that you could only use your own tp to prevent high levels from TPing you to Andy. This would be horrible...
In order to get the Andarial quest finished for example, maybe you would be required to deal 5% of the damage at least. A level 1 would probably not be able to, and obviously on other bosses wouldn't be able to either. A low percentage gives you a great chance if you're all ready to even plug in your 5% if you're in a group of 5 (As D3 has been stated to contain in a max game).
I'm sure there are other ways.
