No, it doesn't matter at all. You could try to find them on normal, just as easy as T13. But it would change the number of legendary items you would possibly find from all the other goblin types.
Well, you could always look at one of the communities. If "Rainbow Goblin Hunt" is still around and active, you might try joining, and working with them.
So as you noted, rainbow goblins are quite rare. You wont ever find them in rifts, but generally just in adventure mode. There are a bunch of routes you can take.
Some of the popular ones are:
Northern Highlands
Southern Highlands ( Moon clan 1-2)
Leoric's Passage
Tower of the Damned 1-2
Core of Arreat ( the short one before boss)
Gardens of Hope Tier 1
Royal Crypts
It also speeds the process up if you have a group of people looking for the goblins. As long as every player is in the zone before the goblin is killed, they would be able to get in the portal.
Hopefully this helps out a little bit. Most of the posts note that several times their sessions had zero rainbow goblins, and sometimes they had 4+. So RNG can play a big role in this. Good luck!
I've also played every class so far. But no matter how many times I go back to the WD, I just never seem to enjoy myself. The builds are plenty strong, and have interesting mechanics. But it just never seems to click for me. I really enjoy the DH and Monk playstyles though. And I'm curious to see where the Necromancer will fall on everyone's list. Especially once we can test out the sets, and class legendary items.

Your class and build could also speed it up. A quick google search gives this as an example: https://www.youtube.com/watch?v=INTcZeQitoM
