The most important shield stats for a barb are currently block % chance and block amount. Sure the 16% life is nice but not when you sacrifice that much block. So to answer your question, I will give you the vendor amount
Dual wield is pretty tough in inferno from what I hear. Have you considered picking up a shield? It will give you a lot more survivability. Other than that I would just say more armor and vitality, everything else looks pretty good.
For a Barb, yeah, it's just going to be tons of resist all along with Warcry: Impunity as far as I know, and maybe a small bit of Int / specific resists if they're mostly "free" on an item. 1000 resist with Impunity, which is a ton by the way and I don't think hardly anyone has that much, is about 667 base. I think that's pretty much the top end of what's possible for a Barbarian as that's an average of about 62 resist all on every slot if you have 500 intelligence. I rerolled a couple of new characters instead of gearing up right now, so I can't speak to what's average though.
