Well just the 15% attackspeed bonus from dual wielding isn't going to make up for the difference in dps, the extra socket keeps it somewhat balanced.

Before patch:
300 dps<200% crit damage+15% attackspeed+additional other stats
After patch:
500 dps>100% crit damage+15% attackspeed
I think 2H will come out ahead

2. Yes, the attackspeedbonus from frenzy works well with LoH
3. Cleave might be interesting, don't think I'll change my spec for the rest I like it the way it is but some of the buffed abilities will be more viable.

Your gear seems more suited for a ww/tornado spec but you can make a tankspec work with a few tweaks as well. Get your resists up to 800-900 buffed and get ignore pain instead of charge or battle rage. The idea is that you can kill an elite pack with 1 WotB and you survive most crap with ignore pain, needs about 30k dps in my experience. Get more strength and maybe some crit+strength on the shield. As for specific pieces I would replace your second ring or boots first. Chest/legs with sockets instead of the armor bonus can be really strong.

What rossxf said new weapon and blow stuff up works wonders, I got a 900 dps 2H with minus 14 level requirement used it on a few chars

On topic keep your resists until you overgear the act you're doing and can blow up champ packs within 1 WotB. 30k dps should be enough for most champ packs in act3 more helps of course (assuming you're in act3 with that kind of gold spend). I like my setup of 1k resists 9,5k armor, 50k hp and 31k dps, upgrades are getting expensive if I want to keep my defenses high but that's normal. Most pieces of gear are around 3 Mil and upgrades easily costing 5-10 Mil for me atm.
You can go for lower resists but 300 just doesn't cut it unless you're just doing act1. I'd say stick with 700-800 resists and just slowly upgrade your gear. Only tip I can give is that life per second is fairly cheap on the AH and if you get a fair amount on chest/legs/boots it's really noticeable for your survivability.

Ideally you want strength/vitality/all resist on every piece with some nice 4th stat as crit, armor, or physical/fire resist but that can be expensive. Start with crit chance on gloves/neck, crit damage or socket on weapon and high strength on shoulders/belt. Just balance vitality and all resist after that, you can pick up some additional crit on bracers/rings.

Must have skills war cry with resistance rune. Leap with armor rune or ignore pain are nice defensive skills. WotB is mandatory dps cd for most specs. Having 1 or 2 armor passives is nice if you have trouble staying alive. You can find complete builds on the forums.
Stats you want strength, crit, crit damage with enough vitality and all ress to stay alive. Some LoH/life regen is nice specially in act3. If you're on a budget you want to focus on dps stats on gloves(upto 10% crit), neck, bracer, rings and defensive stats on the rest preferably with high strength. Weapon with either socket, crit damage or LoH. Neck piece is another option to pick up some LoH.
