Arcane I really dislike pretty often, depending where I am.
Had this one yesterday:
Horde Arcane Vortex Jailer.
Oh and it was a pack of Fallen Overseers. See them, 10 arcane beams pop into existence. Get vortexed into the middle of them all. Jailed. Dead as 4 of the 10 beams rotate into me. 10 Overseers all hop out of their wind up animation, disappointed they didn't get to smack me. I guess Arcane was redundant there anyhow, I'd have been smashed regardless =)
I'll agree Shielding is rough, especially if you rely on Life On Hit.
I'm still trying to make my american friends stop using that weird medieval-style king-sized Imperial unit system.
Maybe next century...

Actually, I like King Sized. Can we go Queen sized? As in the standard unit of distance is the height of the Queen? That she isn't our Queen would make even less sense, and is therefore even better. Two) Could they also post times for Eastern Daylight Time? I hate subtracting, especially by 3. And for people in Asia, and Australia/NZ, post their times to. Actually, just list out every timezone in the world, seeing its a world-wide game. Try to catch all the inconsistencies in time zones too, and different ways of writing the times. So maybe more like 30 different times shown. That should help. Much better than math.
I'd see how you feel with the Deadly Reach change, that does attack a bit faster than Concussion. That attack speed ups your Life On Hit gain rate, so I wouldn't recommend replacing it until you can afford to do so with a better +speed one or a +LoH (which are also insanely expensive), so I wouldn't drop attack speed for resists. Attack speed is a defensive stat for you as well as offensive.
The things that jump out at me are your shield (17% chance isn't the worst, but its amount blocked is pretty low), if you can find a higher AC one with 20% and 2000-3000+ blocked, with nice resists, should be a good cheap upgrade.
A weapon with a nice amount of life on hit would likely help you a lot as well.
And the rings obviously upgrading to rares with either resists or life on hit as well.
Build side, drop Master of the Wind rune for Sweeping wind for one that adds damage, either Firestorm for the extra range (will hit more stuff) or blade for the extra straight up damage. Master of the Wind is nice for between fights, but at inferno level, you want something to help you during the fight.
Have you tried other builders than Concussion? Deadly Reach + Keen Eye is nice +Armor and the range helps a lot. Fist of Thunder attack speed makes Life on Hit work a lot better (though you're low on LoH right now).
What? Missile dampening? Am I the only one that hasn't seen this affix before?

I did once see it with a DH friend and it was fun watching all his shots stop and crawl slowly towards the enemy. I'm sure the DH didn't find it as fun.
It is right there on the character sheet. 1 dex = +1% to damage. (At the picture at the top of the thread, see the Damage Increased by Dexterity: 1298% compared to the 1298 Dex. So each dex point raises damage by 1%. So a weapon with lower DPS but high dex can beat a weapon with just higher DPS and no dex.
The caveat is that all dex you have ups damage, based on your weapon damage, so having a higher DPS as a starting point is best. You have to factor in how much other dex you already have. So a 700dps weapon with 200 dex is better than a 900 dps weapon with 0 dex, if you don't have much dex on everything else. If you're rocking 1500 dex already without a weapon's dex, the 900 one will be better.
The OP is worded a bit confusing, but what I think he is saying, is that with 154% bonus crit damage, a spider with a normal hit of 4K should be doing (4,000 + (4,000 * 1.54)) = 10160 damage. 6K crits seem like just the base 50% crit bonus.
(I have no experience with this myself, don't play a WD)
Sweeping Wind. Many of the runes work great (I like Firestorm for the increased range). Its very good passive area damage that is not hard at all to maintain.
I know you said not to go to gear, but, that ~400 LOH that you are calling a throw away stat is probably keeping you alive more than almost any of your other stats =) Especially if you are dual wielding. Don't be too quick to give it up!
They said "this month" which to me means not next week. And given Blizzard's track record for delaying things, I'd expect the last week of the month (Tuesday the 25th).
Blizzard really should put the elective mode checker on the skill UI, this seems to be a really common issue/lack of information.
They said they are going to have a tutorial pop-up when you start Nightmare, Hell and Inferno for the first time in the future. As is, it is only explained via a load screen tip. Hopefully that'll help.
rainger, in D2 when they made changes to items it was always on future drops and did not modify existing items at all. And like they said with Legendaries, future drops would be better (whenever they make the change) but existing ones won't change.
They did later make a different statement about improving existing ones possibly as well.. but the past method has always been new items only. Makes me think something in how their item databases are setup its hard to change existing items.

That's 1.5% after the 80% Inferno reduction? So 7.5% on items?

I'd recommend slightly under vendor amount, so that you can turn a slight profit when you sell it to the vendor after
