Jun 27, 2012"Unique" Monsters -- Those are NOT elite packs. Unique Monsters are the ones with their name in purple. Elites (Blue name) and Champions (Yellow name) should still drop their usual blues.Posted in: Diablo III General Discussion

...I am sitting on a few unidentified legendaries in hopes that identifying them after 1.0.3 hits will allow them to be buffed but do not really want to sit on them if the stats are preset...
That is your testcase, right there! Wait after the Legendary Patch to identify them... If they reveal as the buffed one, stats are allocated on ID, if they are the old version, then stats are allocated on drop.
*Opinion* I assume that the stats are determined when the item drops. Since the item drop system works the same for all items in the game, Magic Items stats are determined when the item is dropped. So I would assume it's the same thing for rares and legendaries.

can someone confirm dynamo effect on hydra
It does... Try your Hydra with and without the 75% buff. The damage is significantly higher.
Also, some of you guys might get Arcane Dynamo wrong. It is not adding 75% weapon damage to a non-signature spell. Read carefully...
"... your next non-Signature spell deals 75% additional damage."
This means that it adds 13,5% weapon damage to the base 18% weapon damage of the Venom Hydra!
