If it helps, they have already mentioned that the PC version will be able to do local coop just as the ps4 version does with D3. Also I believe it will have native controller support with the menu for everything built to rely on what you're using to play. In addition you can change exactly how your health and hotkeys are placed no matter the version.
There is even a mention of D2 Remaster getting native controller support and cross progress between all of the consoles along with PC. So I'm thinking its a possibility. Personally I don't want to see it on any older consoles simply because I want it to be the best game it can be and from experience anytime you try to use older tech the game can suffer and the audience for said media would also feel left out.
