I think before the Korean incident that blizzard had some concerns with d3. There were things they wanted to change and improve. They decided to work on it as they could and patch in changes after release. This is something they'll probably be doing anyways for 2012-13. Then Korea happened. You get comments from blizzard reps like, "we've been given extra time to work on the game". So, they probably started tinkering with stuff that they had planned on messing with all along. So, it's true that Korea isn't what's currently holding the game up. But, Korea is what caused us to get a release date months later than intended.
They've already screwed with stuff too much and it has to be put back together. Korea getting solved doesn't change that, but it caused it in the first place.
If you objectively look at the behavior and statements of blizzard from Sept 2011 through Jan 2012 you cannot logically believe the tripe that Korea had nothing to do with the delay. But, it doesn't matter now. We're now waiting on them to finish screwing with things like the rune system. At this point Korea is pointless in terms of release date.
If you take the position that, "Blizzard will release the game when it's done" then you are also taking the position that Blizzard won't patch in changes after release. If Blizzard does patch in changes then it immediately invalidates that entire line of reasoning for why the game was delayed. If they only release something when it's finished then there would never be any need for patches outside of weird bug fixes that didn't previously exist.

I tend to agree that the game has problems - BS'ing is useless. Your gold is much better spent on the AH.
The item affixes are obviously biased towards bad combinations and ones that don't even make sense. Str on a wizard wand? Int on a 1 handed crossbow? It really sucks to find a yellow (finally!) and have it show up with gold find radius/health globe increase on it. Happens way too often. Obviously the tables are skewed towards bad rolls.
