Not many skills taunt an enemy into attacking (only one that I recall offhand). My build
But, on your build I'd loose Revenge and pick up Warcry with the additional resistances. In D2 once you hit Nm and on, this will also free up the gear you can use as well. So that you dont have to seek out resistant gear, and acquire even more mf.

It was confirmed that it'll be 3 per upgrade for gems. At least it was when they answered my tweet on the subject.
I didn't hear about any additional items needed for upgrading gems. (such as runes)
