No it's not. For example i play monk. In 3 seasons we will have 3 builds with the 3rd one being the strongest. So, why compete with first 2, since the 3rd will place me in the leaderboards after all?
No one cares about nonseasonal players. Your completely empty leader boards are indicative of that. Blizzard sure as hell doesn't care. Why should they? There's no demand. If you're not going to sack up and go seasonal like the rest of the player base, at least don't whine about not getting what you want for a dead mode!
No one cares about haters like you. Our "completely empty" leaderboards are from people with jobs, lives and other interests, who don't have the time to farm everything from the begining. You can't force seasons on everyone.

A friend failed a 100% upgrade. I saw it with my own eyes. He had 4 tries at 100% and ended up with 3 upgrades total. He clicked fast on the button and he clicked them all because we could close the gr.
The odds are bugged too:
The distribution of success rate of 80% is abnormal. I wrote down until yesterday for 4 days the success rates (I posted on blizzard board) and I am very unlucky or there is something amiss.
The distribution of success rate of 60% is abnormal too. I have a failure rate over 90% for the 60% odd. It is not on a few tens of tries but close to 300 now.
Last season I kept records for close to 1300 non-100% tries (I wanted 2 full set (26 gems) level 70 for the calderann's despair when the season ended) and the distribution of results were quite close to the said upgrade odds (Of course, I had a lot less 90%-80%-70% tries so those are further than 60%-30% tries).Right now, the 80% and 60% distribution is horrible.
P.S.: For the trolls talking about RNG (but not knowing stats and probabilities) and considering a 90% failure for 60% it completely normal BECAUSE IT IS RNG, before posting on that thread, just make an easy Excel macro, generate ONLY 150 numbers from 1 to 100, and calculate the distribution. You will see it will be trending very close toward 50%.

(If I were that guy, I'd ask: why do seasonal players even need more stash space? they discard their old characters and roll new ones each season anyway! But I won't, 'cause I'm not that guy)

I disagree that it should be related to Seasons.
I want to play on my characters that actually mean to me - not on a brand new naked Seasonal character that is boring to play and useless as soon as season is over.
Just put the stash space upgrade behind something that both non-season and season players want to do...

I'm sorry, but real life? I have a job. I have a family. I live a normal life. Still I am able to utilize my time ingame in such a way that I get the progression I desire. You desire rewards, but you don't want to invest time in achieving them. If you believe it'll take you 1-2 months to acquire the stash tab, then that's your problem - not the requirement.
You should also consider joining a clan. I "run" one with 150 players, and the only thing I react upon is players who havent logged in for months. As long as they log in once in a while, no one gets kicked, and nothing is required from them. This enables anyone in the clan to ask for help and to play together on their own premises - when they choose or want to. And I know many clans are run with the same principles.
If you managed to use a whole week getting the pet with a friend, then you're just plain slow. When me and some friends started out this season we had the first four chapters the day after launch. Unless you have som serious disability limiting your use of a computer you simply cannot state that it's difficult or time-consuming to achieve these goals when in fact they aren't. It's purely a matter of priority.
It is my problem and that's what the internetz are for is complaining XD
I've been in a few clans. Some casual ones where a few people create clicks and do nothing else but with their hardcore buddies. I've been in some top clans and same thing people are too busy trying to push the ladders. I look for laid back guilds but they don't post on the forums very often.
Well see at launch you already defined the main issue I was referring to. You run in groups day of release and by the time little old me logs on everyone is in groups of four and 40-50's too busy or too full to take anyone else.
Yes a week, my friend leveled me to 70 one day (he was a fairly fresh 70 so that took some time). The next day we did some bounties and killed the key wardens so I could at least get some mats/meet basic criteria. Then on the weekend we ran a couple of low T rifts till I found a couple of legs so I could pass a 10 grift... so yah that was a week. Funny how you split into 3 different playing sessions of 1-2 hour intervals and things suddenly make sense.
If It is a matter of priority... playing something for 3 + years and putting "a lot" of time into something you already did gets old fast.

I'd call my self semi-hardcore. Just recently reached my personal goal of para 800 which was such a relief
That said, I don't think that "hard" is the problem. I'm leaning towards it being seasonal. If you're hardcore and play a lot and effective but you do it in none season, then you'll have to waste time on seasonal to get the extra stash space.
The requirement should be independent of season.

You know exactly for what - to store more loot.
What makes you think someone who plays season needs more space? If at all, he needs fewer or just about the same., 'cause if you only care about seasons, you start from scratch each time, never playing your non-season (well, maybe in-between seasons), so all the loot is worthless once the season is over. Why would you need more stash space during the season? you are in the exact situation as a non-season player - you have access to the same amount of items.
Playing non-season doesn't mean I don't play the game enough to be worthy of more stash space. I just don't like the idea of starting from scratch, and rather spend the time to perfect an existing char. I have so far accumulated excellent gear and thanks to upgrading rares and reforging, I get access to just as the same powerful items as dedicated players get.
I have played Wizard, Witch Doctor, Barb and now Monk. They don't go away, neither their gear. The chars do not hold all the gear (they need free space to collect loot while playing) - the stash is. Each char has a tab full of items (not so hard to accomplish). This means I am left with one stash for overall gear like gems and whatnot.
Currently I am using Mules (chars) to store other stuff. Using mules is not the way to do it in my opinion and cannot be regarded as stash space. To obtain something you need to load the char, drop it off in a vacant stash space (barely exist) and exit and reload desired char - weak.
So I am stuck with only 4 playable chars. If i ever want to try DH or Crusader, i'll have to salvage tons of good loot.
And in my experience, loot is changing and you don't want to salvage something unless you already have it. who knows, it might get a buff. for example I didn't salvage my Furnace after i got it with my wiz when I was just starting to play. but then a buff came along, and while everyone ranted they can't find one, I was a happy man - my time was not wasted, and saving that Furnace proved to be an excellent thinking.
it happened quite a lot during the last seasons, so I am not giving up on good loot even if currently it is not the meta.
TL;DR: Non-season players deserve just the same amount of stash space as season players. they have the same need for it if not more.

DISCLAIMER - IMO:
Just as they realized no items should be season-only, so does anything else except for cosmetics (which i couldn't care less about, even if they collect my gold now...)
I play casually ever since Vanilla. I don't play Multiplayer much, because mostly I get to play for only 15-30mins straight and always I have quit in the middle of playing (I play until I can't - kids/wife etc.)
I didn't care much about items being season only, because eventually I will be able to enjoy them too (once season is over).
if they make the stash space available soon after a season is complete - excellent. if not - unfair play.
