I think a lot of skills need to function well to supplement the lack of mobility now available to the Wizard, as in, very good defensive spells, otherwise she'll be ripped to pieces in duels.
I would not call the inability to teleport 5 times every second a lack of mobility. The wizard has legs to run on, just like every character without a teleport spell. If, in combat, teleport functions more as an OH S*** ability than it did in D2, I would be very happy. Even when I played a sorceress, I thought it was just silly how much I could teleport around. It took a lot of skill out of the game, in my opinion.
Also, I would really not like teleport to have a shorter cooldown in already discovered areas. If you want to travel through areas you've already been in, I think waypoints are enough. The entire rushing business in D2 was stupid, it made the game entirely about skipping content and getting to leveling. My hope is that D3 is interesting enough to where I'll want to play through it multiple times (unlike D2 where once or twice over the many years I played was good enough).

But a Wizard will never be able to outrun a Barbarian or a Monk.
I don't think anyone meant that the teleport cooldown would be reduced on places you have visited in previous games, only in the game you are currently in. This makes escaping easy but telerushing hard (to a point where you pretty much are walking).
I also disagree that the rushing business was stupid in D2. Rushing is stupid, but not in D2. Many acts (act 2, 3 and parts of 5) are extremely boring to play through more than once, you don't even stay in most areas, you just walk straight through them as quick as possible. It was way too repetitive and not fun at all, so beeing able to skip it all was a blessing. Making characters was fun, getting them to Hell was not so fun, that is why I'm ok with the D2 rushing. But D3 will fix the replayability issues so no worries there.
First, yes, the wizard could outrun a barbarian or monk. I don't know where you get the idea that he/she couldn't, but so far as I know, everyone has the same base run speed and everyone has access to items that increase that speed. Also, having a teleport on a longer cooldown (maybe not 9 seconds, but I think at least 5 or 6), will still allow you to outrun any other character because you can teleport through walls (presumably), across gaps, etc.
To your second point about increasing teleport speed only in the game you're currently in, yes I misunderstood what people were saying, but I still don't think it should be done. First of all, that could be so easily abused in PvP. All you'd have to do is join the game (or really, make one yourself), run around in the area you'll be fighting, and bam you have a 1 second cooldown instead of 9, turning PvP into the crapfest it was in D2.
To your last point? I think all I need to say is that that's what waypoints were for: allowing you to skip past mass amounts of areas you'd already been through. Once you got the waypoints, which you could get easy enough from someone else in your game who is a bit further than you, I don't think there was a single area in the game (that people actually went to, so meaning not the first like 3 or 4 areas of act 3) that was so time consuming that I really needed to teleport through that as well. Let's take the 4 level Worldstone area of Act 5. By the time I got there, without fail on any characters, I would have pretty good run/walk speed. I think that it took me, at most, maybe like 20-25 minutes (with slow groups) to get to level 4. That's not bad at all. Keep in mind, I don't have much of a problem with teleporting from level 2 to the last level if you've already completed that part of the game and are now just leveling. I don't think you should have to walk that every single time you want to do a baal run. But to get rushed from normal to hell in 30 minutes so you can skip every single thing and just level? That's just stupid.

It would obviously not be the same in PvP. Many spells (most) are reduced in efficiency for PvP.
... Why ??? bad idea ! I hope blizzard will not balancing the stats by hiding the truth. Why reduced efficiency for PvP instead of balanced Life of character in the whole game (proportionately to monster's damage). If my spell description say 100 damage so I want do 100 damage to anything I'll hit (- resist% recess).
Teleportation : Maybe when you'll put more skill point in teleportation the cool down will be reduce. I think it's a good idea. What do you think ?
I don't mean damage, I mean the effects of the spells. Stun for example, no way it will exist in PvP.
Ohhh right !! ok, stun can be in PvP only if monsters/players got stun resist. And even you got resist, indeed as you said the effects of the spell need to be reduce.
I agree with the cd. I play rpg games for the fact i like getting stronger and getting better gear. Getting that gear or lvl u was after should be an accomplishment. The current way D2 is so easy to obtain the gear and lvl almost takes the fun out of the game. Ive restarted my characters several times since i started playing d2. My stopping point was always because i got all the gear i needed and all my characters to at least 90... Its almost sad knowing i can make a character today and have him fully decked out and lvled in a few short weeks.
I think Blizz knows this is a problem for many gamers. And the CD on tele would limit this form of rushing. But then the next player would have to say... if u dont want a rush then dont take/do one... >.> if my goal is to get this gear im still going to do it the fastest way that i can figure out. Even if that means rushing. Its the desire to be better than other ppl, not watch every one else do less work and out gear u.
All the players out there that want to skip all the content or are looking for the easy way to get what they want, must not want a challenge. So go play Hello Kitty island's adventures. I heard they even have cheat codes. Let the real gamers have there challenge getting there gear.
I vote remove PvP :-P it makes the game harder to balance, thus delaying the arrival of Diablo 3 to my hands.
Thats a good way for blizz to lose a lot of players.. Even with a 6 second cd on tele. The Wizard will certainty have slowing spells, shields that slowdown, stun, or freeze there enemys to keep them at a distance, yet still not make it impossible for a physical class to do dam to them.
Once u beet the game.. then what do u beet? Other ppl that has reached your lvl. Its in our nature to want to kill each other. =)

PVP is probably what will keep the game popular and long lasting for the vast majority of players(especially if its implemented well and seriously for competitive play)...just like D2...unless of course the end game isnt running the same bosses over and over for eternity and its totally amazing and has tons of varied and interesting encounter to keep us entertained for a very long time!!!(not gonna happen lol)

Well, I apologize, but PvP in D2 did extremely little in the grand scheme of things to keep the game alive.
It was great for some people (and I don't want it removed either), but PvP is in no way needed to keep the game going for long time.
Heck, "I" never gave a crap about doing PvP either in D2. So broken, so horrible.
PvP in d2 is so poor and so unbalanced !! The only thing I remember about PvP in d2 is high level killer that comes in a low level game to kill all and bother us to block us to finish a quest. It's extremely annoying. No control, no fun, you can only steal cash of others and got a ear.
PvP can be good if it's correctly balanced and if they have game only for that, better control of level equality, who vs who, team or not, how many vs how many. It's would be cool if all that is implemented like competition, tournament...etc. I hope no-ones will be able to kill others they don't want to duel.
Well D3 might go down the same road as D2 and have horrible pvp, but thats something were all hoping that they fix this time around.

Yep those are good ideas, i agree with them. It was retarded how in D2 someone would turn hostile and they would just camp outside and kill you, yet you had no say in it.

I mean like, in all the pathces, not just the latest.
PVP pwned in d2, and it will pwn in d3. I guarantee you that this will be the case.
First : what's mean "pwn" ?
And how you can guarantee that ? You work for Blizzard ?
