I think your normal bow attack should definitely do less damage than a melee attack due to your range.
As far as damage changing over distance, a system like this has kinda been implemented since D1, however instead of a damage change it became a chance to hit change.
One thing I would like to see is no arrow limit, or arrows dropping frequently off of mobs. Javelins in Diablo 2 honestly blew because every time you would turn around you would have to go repair them (hated how much that slowed down the game). I wasn't into bows as much either since I played mostly after the big nerf on bows, though I am notorious for picking up a great bow and using it for range when my jav gets low (though it ussually is just normal attacks). I think there could be a LOT of improvements to bow class weapons. Hell, if they even want to trash javelins, by all means do it, Javazon was fun but I don't think it is a required thing for this new game.
I just want to know that when I choose bow, Im not going to be a gimped out until effin end game where I really start to shine. I have full confidence in Blizzard to fix that. I honestly would like to thing that all this bullcrap time we have spent waiting for the new class is so they could balance bows appropriately into the game.

Thing is, making single shots stronger won't solve this problem. You'll still end up taking a long time killing your enemies because you can only kill one at a time. I suggest they should make some extra features with ranged weapons. For example, a monster that looks fairly weak can be penetrated by an arrow, wich will make you able to shoot many monsters at once. And maybe more explosive arrows, or perhaps a "volley" skill just like in WoW.

I think it would almost be safe to assume we will be seeing things such as this in the future of Diablo 3. I don't, however, know how they will be implementing it. Penetrate was a very powerful ability of the Amazon, something I think we could easily see again as a passive. Exploding arrows also seems like a good possibility, maybe not word for word, but in idea.
So many characters are getting more and more AoE. Barbarian lacked good AoE until around level 20ish, which really sucked, however as you can see from the demo's skill trees one of the first abilities a barb will get will hit multiple targets. This is definately true for WD and Wiz as well.
AoE makes game play faster, allowing for more monsters. Even the much hated World of Warcraft has recognized this with its new expansion, making pretty much every character possible having some sort of AoE ability.
Honestly, I really don't know what a ranged class would be without some sort of AoE arrow or Multi shot. Part of me says Bliz wont make a Multishot ability for the simple fact that they have the new Multistrike rune, but I feel many ranger abilities will become more powerful with this rune. An AoE arrow would be pretty sick as well, possibly shooting more than one with a Multistrike? Who knows what they have in store for us as far as mana costing abilities, but I think the real issue isn't the mana costers, its the base damage itself.
Early on it the game Bows are extremely powerful. I have blasted waves upon waves of monsters without spending a single point in Bow abilities on my early Javazon. Later on in the game, however, this becomes less and less powerful as you must resort more on bow abilities. Even with those abilities, many become underpowered until you start to get real abilities and a really good bow.

Well, in D2 bows USED to be the uber-end-all weapon for Amazons. Then they got nerfed so bad that they've become useless. Come on Blizz, just because a spell tree is too good doesn't mean it should be made worthless (overcompensate much?).
I think Blizzard probably realizes that bows are fun, but got over-nerfed. In Diablo 3 you can probably expect them to feel much more lethal.
I miss the days of bowzons owning everything :/.
Heh, remember those 700 mf hacked bows back in the earlier patches ?
Cows were dropping shit all over the place when those were being used ^^.
Anywho, I really hope that bows are made more powerful in D3, or atleast don't get nerfed to shit. Would be nice to be able to have a viable alternative to magic and melee damage.

well dont get me wrong bows are cool. but you cant substituite mad damage to from somthing like a barbarians axe to a lunatic's head then a bow to 1. but then again lunatics explode i guess so they would die anyways

it would also emphasize the use in abilities
since they would att kinda slow
i mean in D2 alot of the lower bow skills were just kinda dumb
they were just slightly enhanced versions of a regular shot lol
so maybe add more cool stuff like exploding arrow to take a lot of guys out
