Also, keep in mind that if there is a rating-based matchmaking system and we add additional modes, you increase queue times. I don't think Blizzard believes that a competitive mode choice is worth the queue time increase.
I believe Jay Wilson said as much in his interview at the press event last week. You won't be able to SEE your pvp rating though from my understanding, which I think is why some people are complaining.

Makes sense though. It's because it doesn't actually show skill. It just shows who you should face for equal difficulty.
I think the PvP system will evolve a lot after launch. I think the original intent was just to have a form of PvP that is fun and not too serious, but there is a pretty large PvP community that will come forth and they'll want to cater to that crowd eventually.
Edit: My point is (as I failed to finish it) yes there is a rating matchmaking system, but the rating is not public and there won't be competition in that respect, but I think it's all subject to evolve.
They really need to show us the rating. For epeens the world over. I hate playing just to win, I like seeing a high rating next to my character.

And because you can essentially buy rating. They don't want rating mistaken for skill.
You won't have a visible rating but you will have a visible rank/level. You gain pvp exp everytime you fight. If you win, you get more and level faster. But losers (like myself) will still be able to raise mine by playing a lot more.

The reason they aren't showing it is the same reason they don't show it on sc2. It makes newbs feel worse about themselves and they feel it will lead to people not enjoying the game and not playing. Not to mention the added BM that comes with rank. For example, that's why only Masters rank or above in SC2 can see their losses. The masters and higher still can't see their MMR so they still don't know fully where they stand amongst the other players.
It is also hidden, which is pretty much the same as not having it.
It also means you can't possibly know the "rating" of your "team" with your friends, if you can't even have a clue (like SC2's leagues) of how high each one of you are.
It's also a nightmare to deal with from the "lvling up" perspective. You're a given rating in lvl 10 because you PvPed a lot without gaining xp and items, then you gain 30 lvls without PvPing, are you still mega high rated? Do you automatically drop when not playing?
I'm all for hidden Elo ratings, SC2 actually works if you ask me (even though most people dislike it), but in that game there's at least SOME sort of showing to your "rating" in the league you're in, and it wouldn't "ruin" D3 or make it excessively PvPish.
The idea is exactly that, if they have it, why don't they have a very simple system to show us.

As far as I know, there isn't a Ranking system, but there is a "PVP Level" system, along with achieve's and other benefits displayed through the banner system, that for now is enough for me, Hopefully once they see how PVP turns out and the demand is there for more competitive ranking's in PVP, it will possibly be implemented later down the line
but for now it's good
