I have a BIG patch rolling out on the client at the moment... was around 5gb, currently has 2.48gb remaining. Very likely a pre-patch pushout, but wonder how far off it is if blizz are pushing out patch data...
I actually wouldn't be surprised if the patch comes out just 1-2 weeks after the next PTR patch. Reason I say this is because Diablo 3 isn't that competitive. The balance isn't as important as everyone makes it out to be. The balance has been pretty bad for the last 2 years, so I don't think it will be a huge deal if it isn't perfect at launch of the patch. I think after this next PTR patch, they will focus on bugs and release.
It's about the become extremely competitive. They care about balance because leaderboards won't be reset, so if there's some exploit that allows someone to hit a ridiculously high tier before Blizzard brings down servers for emergency maintenance, they'll stay there forever.

I played both live and PTR last night. No patch updates for me. Not sure why you're seeing this, unless I'm missing something or it's staggered.
Even if it is a big patch, it could just be an overhaul. Some patched things require massive file re-downloads, even if they're small. It doesn't mean much necessarily.
Pretty sure they wont release it b4 19'th when consoles get their versions.
I'd put my bets on25'th/26'th august, week after consoles.

I would actually think Failwing to be correct in his assumption. Timing, in regard to the PC patch, will certainly take into account the marketing considerations for the console. It did last time they released the console version of D3.
What they want is for PC players to buy the console as well. What they don't want is to sate PC players with such a massive update just prior to the console release. To launch 2.1 at or just before the console would literally cost them hundreds of thousands of dollars, if not millions. I would think they'd hold off 2.1 for at least 2-4 weeks after console launch.
Everything you see Blizz do in regard to the PTR most assuredly is done to a well scripted timeline, taking the console into full consideration. Priority consideration, I'll add. The PTR patches, any changes or perceived delays for tweaking, all boils down to what is effectively .....stalling. They're stalling.
I'm not trying to paint blizz as nefarious or wicked for doing this. It's what any big corp would do. It's the smart thing to do. They are, in fact, double dipping here.
