That's not what he's saying. As I understand, what he's saying is:
you spend more time playing at higher char levels than lower levels; so he hopes the crafting material requirements reflect this.
Oh I see, well it would be silly if you salvaged an end-game weapon for example, and only received materials that can be used for new (lower level) characters.
I'm sure Blizzard has the salvaging system all worked out, or at least the idea of how it will work.
Well the thing is there is going to be different recipes with some of the modifiers known and a few random modifiers will rolled randomly at creation. The better known modifiers will likely need higher grade artisan and or recipe that is found.
Salvaging an item may grant points based on the salvaged unit and recipes may require a certain number of salvage points to be used.
Simple recipe might be just a single known low level modifier that just requires a single salvage point.
More complex recipes can add more known modifiers or better modifiers of course the cost would be higher.
Other complex recipe could be creating a random unique item.

Some fallout 4 mod makers have had their mods stolen and uploaded and downloaded on Bethesda's site for the Xbox One.
Salvaging an item may grant points based on the salvaged unit and recipes may require a certain number of salvage points to be used.
Simple recipe might be just a single known low level modifier that just requires a single salvage point.
So if I understand correctly you may gain points (as well as the materials) when you salvage? And using a recipe costs points? I thought crafting would only require the materials, some gold and maybe there would be a lvl requirement on the recipe.

He's saying that he doesn't want to go back and farm lower level monsters for materials. Hopefully this won't be an issue.
