Unlimited town portal makes the game too easy on normal
That I agree with.

decrease the amount townportal can be used. Give the spell a 20 minute CD.
That I don't.
First of all, no cooldowns please, too wowish. Cast delays I'm okay with.
Secondly, if TP had a 20 minute cooldown, what would happen with Baal runs (just because I don't know what the d3 xp farm will be).
I think it'd be a cool addition. The skill tomes would have to be weak, and more of a visual uniqueness. Imagine walking around with a little frost imp you summoned from that really really rare tome that dropped. Or having a really cool looking aura from a tome of knowledge that gives +5 to all stats? Or let's say a skill from D2 that is no longer a skill-tree skill in D3
And exactly how rare will those tomes be Ivaron? Rare? Rare enough that itll be level 1 by the time im 60? Because that would suck since that's about the time I start MFing around all acts. I would be annoyed to have to run all the way back to the WP just to change acts because of a 20 min cooldown. If they are not rare at all, then what's the point? People would have a high level portal at a low level, it would be like having scrolls in the first place. I suggest taking off 20 min and replacing with about 5 or less.
Anyway, some skills would probably work since the system was implemented in Diablo 1. It would just need some more limitations this time.
i think you have skill trees for skills that a class should learn. like fury for barbs. and death storm for wd. but for skills that could be used for multiple classes. i say those could be used for spell books.
Skill books for the "extra" skills would be really awesome.
That doesn't sound bad. Like the rate for a utility skill like town portal could be 0.033%
And the rate for a "Unique Skill" (As in a combat skill) would be 0.00005 and the max would be 30. (It'd be "very" powerful)
You get a book of lightning.
You keep it in your inventory to grant you lightning lvl1.
You find another book of lightning.
You put it in the same slot as the lightning book you currently have.
The stack increases to 2.
You now have lightning lvl2 as long as the stack is in your inventory.
They'd have to be vey rare ofcourse. And the skill stats would have to be augmented in ways to make it fair and balanced. A cap on how many books you can stack would probably be a good idea. For instance, when you mouse over it shows a fraction (how many you have stacked)/(how many you can stack).
How about you combine two scrolls into a book of lightning and keep finding lightning scrolls to add, it'd make a little more sense.
Wouldn't people sell entire 20/20 or w/e books? And wouldn't they become extremely common?
Not if they made them REALLY rare, people would want to keep them more, but yes everything eventually becomes common. Even runes etc etc are pretty common in D2.
I think spell/skill books should only be for advanced spells. I also like the idea of aquiring summon books. It would give new players a much easier time to adjust.
The spell/skill books should also be completely unique, but of many variations. So for a Barb, his skill book could be a new type of Warcry, which debuffs and inflicts fear on the enemy for a period of time. Or for Witch Doctor, rituals would be the new spells they aquire from books, and rituals would allow them to creatively summon different types of minions. Say if the witch Doctor had this set of ingredients, he/she could summon a tanking beast. Or if the witch doctor had this set of ingredients, he/she could summon an elemental beast.
i like the idea but not for moves with actual offensive purposes. They should be more of a utility IMO, though there are some who dislike utility skills. I'm thinking maybe a spell to make you smaller, one to make you blue, one to give you three trailing scorpion tails ala Lucion

For example, the barbarian spin. With telekinesis book, he can do a spin attack in circle in stead of a straight line.
Imagine each class have a specific thing they can do with a single book! O.o
Instead of zombie wall, we can have a zombie wave, whoohoo!!!

Tome of BLESSED HAMMERS! Tome of RAISE SKELETON

Also shrines with charges of a skill or somthing
