Sorry if this has been asked but I haven't been able to find the answer.
When people say they have 1 million DPS do they mean base DPS, or are they refereeing to their DPS with buffs?
Also a question about toughness. I'm able to down stuff on T1 pretty easily but when in a pinch, I go down pretty quickly. My gearing and build decisions have definitely been more about DPS than toughness. Buffed, I'm over a 1m DPS so I'm ok there. But where should my toughness be? It doesn't matter how great my DPS is if a falling leaf can kill me.
Edit: I should note that the hat ison because it has a treasure finding gem. The one I normally where gives about %9 more dps

It's not completely an issue of toughness but also off life replenishment. On your gear, all I see is one piece with LPS and about 10k LaK. You have AR on one piece of gear and no extra armor rolls. In short, you get hit for a lot of damage and don't replenish it very fast. Of course, part of that depends on how you have your paragon points spent, which don't show on your char sheet.
My recommendation is to pick up some AR and armor rolls on pieces, particularly pants, chest, shoulders, boots at least. I also recommend getting some LoH and/or using the Templar for some extra LPS. You can try putting paragon into LPS over AR, but I prefer AR since Templar gives a lot and I love having as much mitigation as I can get (since I run with Power of the Storm instead of EA).

Whatever you do, don't take the previous posters advice on picking up "Armor" rolls. All resist and armor are identical stats with one exception, All resist is 10x greater than armor.
I.E.
380 armor = 38 All resist. The ratio is 10:1. The only time you should use an armor roll is if you're a monk using OWE. You can't roll All Resist as a primary if you have a single resist as a secondary. So if you're a monk, the best mitigation is Armor roll + single resist. Any other circumstance AR is always the better stat.
Also, when people say they have 1 million DPS, they generally mean without buffs, they are usually talking about profile page. I was 1,080,000.00, now I'm 875k, but the difference between my 1 million dps kit and my 875k kit, is that my 875k kit has 51% to lightning skill damage, which brings my real effective flat un buffed DPS to 1.3 million [which is obviously greater than 1 million] even though it only shows at 875k. However, with Laws of Valor, I'm still over a million in my inventory paper sheet -- this puts my actual in game effective damage to around 1.5 million dps.
So you don't need as much toughness as most people think as long as you have a solid way to replenish your health quickly. You only need just enough toughness to soak a couple hard hits and enough healing to fill up before you die. It's a balancing game.
AR is not ALWAYS superior to Armor, that is just flat out a lie :\ ... but consider this, quite often, you will get what? 300-380 Armor on a roll? ... jump to a Bar or Crusader and reforge that Armor into Strenght ... you'll end up with more Armor that way
now on the topic of AR beat Armor in every possible way .... let's say you're up there at 80% mitigation from AR, you'll need more point to go at 81% then you'll need armor to get the same result if your armor is at let's say 75%
On top of that, the thoughness Value on your character panel can and will be skewed by your HP, thoughnes overvalue (or undervalue resist and armor up to you to decide) Vit and Life% ... it's fine to have 500k HP, however if you have no way of mitigation, you're 500k hp will go down in one hit, while if you have a decent ammount of armor and AR, that same 500k damage might end up being 50k

Sorry but no, I'm right, and I've done the math to be sure I'm right. Armor:AR is not 10:1 for virtually any wizards. It is 10:1 either when you have 0 of each, or a ratio of 10:1 exactly. Otherwise, if you stack one over the other, the ratio changes because of how the mitigation calculation works.
For example, with my current stats (7867 Armor, 1365 AR buffed, with AW), 6.657 Armor = 1 AR. If I had 500 less armor and 85 more AR (like if I switched an armor roll to an AR roll), the ratio would be 5.96, so 90 AR would be the same as about 540 Armor, meaning the Armor roll on chest or Pants would be the same as an AR roll. In other words, the more you stack one stat, the better the other stat becomes. The 300-350 armor rolls are virtually never better than AR rolls though, but some slots can roll up to 540 or 590 armor.
The actual comparison between Armor and AR depends heavily on your current stats and what skills you use, but it's virtually never the 10:1 ratio people blindly quote. If you want to see more of that for yourself including how it applies to your stats and buffs, you can check out my spreadsheet.
