Attack Speed - *You may have a maximum of +40.00% Attack Speed from items.
Does anyone know if this includes weapons? For example if I have a sword (1.4 attack speed) that has 9% increased attack speed raising it from 1.4 to 1.53 does that increased attack speed bonus count towards the 40% Attack speed from items *or* is it not considered an item because it's a weapon.
I know this info is subject to change but I would still like to know the answer to this regardless, thx.
it wouldn't make sense to exclude weapons from that rule....so yeah, it will probably Count towards the cap
more interesting would be whether +APS Counts towards the cap (in a sense, +aps is nothing more then atk Speed put in a different Container)

I fear demon hunters get hit the hardest with the AtS cap because of quivers. AtS to quivers is like +damage to orbs and mojos. Although they could replace AtS with +damage or something or completely exclude quiver AtS in the cap. Then again, it could be a good thing to promote dual xbow builds, assuming the AtS bonus from dual wielding is excluded in the cap.
while everything that people are saying to this point is speculation i think that weapons will definitely be included in this as anything that goes into a slot on your character is classed as an item/gear.
As far as your thoughts on the demon hunter go Scythemage i don't necessarily agree with you. Im not saying your wrong but think about this. if you have a quiver with 20 percent attack speed then gloves with 9 and an amulet with 9 your at 38 percent therefore you need to find one more item most probably your weopon to get to your 40 percent and that leaves options open on some other slots to find better damage ranges on rings with better cc and cd stats etc along with that generally if you remove attack speed from lets say your rings you will be able to find better more usefull stats on your rings like all resist and higher core stats etc.
having said that i think that out of all the classes that the demon hunter gets the best end of this deal where as all other classes have to use all of the slots that attack speed is available on to reach there 40 percent cap.

Attack speed is not going to hurt everything you listed... it will mostly hurt players who feel attack speed is the best stat. When it's not, try looking at d3up and seeing how much max ias on a item gives you vs max crit/average dmg/ crit dmg or primary.
Sure if breakpoints are mandatory then it matters. But I can tell you I choose to avoid attack speed for everything when it comes between choosing any other dps stat. Pick the breakpoint you want for rapid fire and barb's nado and don't get a single bit more than required for the breakpoint. And no the highest breakpoint is not necessary.
Monk and Barb can do with crit instead of ias for resource generation, sure IAS helps but it it isn't necessary and it will likely be outclassed by other dps stats. DH can play with 0 generators therefor having to expend your resource faster to do dmg is counterintuitive. Same goes for WD as DH. Archon is just fine with attack speed as the last stat to cap, and ias is bad for ssbb. I've never played cmww but I doubt you need 86097450967 ias for that too.
All in all the new hero caps are all very reasonable, EXCEPT the crit dmg one. If that includes gems it is out of whack compared to the rest. So I'm leaning towards gems not counting but everything else counting. Quivers could go either way.
BTW. In the attack speed nerf DH quivers were excluded. So it may very well happen again.
I could be wrong but I have a feeling that the AH closer and the stat caps are blizzards way of leveling the playing field. What I mean by that is preventing players from becoming Gods in the game like we see now with players who are credit card warriors so to speak. I personally don't have anything against a credit card warrior but a lot of ppl do and have quit the game because they feel they are unable to compete with those players even tho we are not even on a Ladder system, which I personally find quite childish. If someone want's to spend thousands of dollars gearing their toon to be one of the best on the server or world for that matter let them more power to them, it is just a game and games are hobbies and a lot of ppl spend money on their hobbies. Based on what I'm seeing from blizzard it seems like the self found players QQ'd so much or quit d3 that blizzard wants to win them back with ROS sales and hitting everyone with a nerf bat.
Caps are actually a good way for us to have options.

I absolutely agree. 100%. Still, caps have been removed, as has been pointed out already. I hope they make their way back and were just removed temporary, but there are no signs for a comeback afaik.
I would wager it would be irrational not to include any of the mentioned. My Take is that 40% cap is going to be placed on top of the base weapon attack speed. And I totally and wholeheartedly agree with Kyoob. At status quo we have a situation that offensive power simply overpower all other aspect of the game to the point that the game no longer function as a game. its just people running out of town and spam on their skill cause they can be sure that their resource and life steal will always out do whatever coming the way.
I've seen Barb wielding 2 handed heavy weapon and yet doing 3.0+ AS. So for real I am seeing someone wielding a big blade of steel and yet able to swing it faster than someone using a dagger. That just plain do not made sense. On the other hand we have situation like DH that's handicapped by Blizzard to the point that they cannot go defensive even if they want to ( a shield is simply useless, it do not defense enough and yet take away too much offense ).
The whole point to the change and the loot / paragon 2.0 , to me is getting the game back to a balance where people cannot just mindlessly game. The RPG part of the gaming need to be re-introduced and gamers now must balance between all the different need and build in a fuller, more multi-faceted approach instead of AS, DPS, LS and forget about all others.
