It gets saved to a file in your computer, so you can go in and edit it on your own. Each account/message filter is determined line by line. This is all in the new "ignorelist" file. I don't think you can find it in your Diablo II file until you actually add something to it.

The down side is that you'll need to do this for all of your computers that have this installed. The good news is that it makes installing pre-created ones a snap and sharing really easy.
