I've never heard of such a thing. It might be possible though. I always thought you could only place and remove random items from the inventory but I've never heard of modifying the item specs.

place them in data/global/excel in your d2 folder (you have to create those folders)
open these files with excel (for Tal Rasha's belt, you want to open Setitems.txt and armor.txt), change the level requirement field on whatever items you want (in this case the set belt in setitems.txt and the base item in armor.txt)
Add "-direct -txt" (without the quotation marks) at the end of the target line.
PlugY for Diablo II allows you to reset skills and stats, transfer items between characters in singleplayer, obtain all ladder runewords and do all Uberquests while offline. It is the only way to do all of the above. Please use it.

in the end you will just have a punching animation with the effects of the weapon. its a waste of time. some major modification would be needed if you want a class to dual wield.

- Change the save path directory.

I never said they weren't mods. I said that they are not cheating. I'm c'mon, in ES you could get your ass handed to you as soon as you start. How is making the game more challenging, cheating?
And how are those that you bolded are considered cheats? The cow portal after the king died I got, but that's it.

Yes. it is simply a matter of changing the base item the set uses. Off the top of my head I believe that is a column simply called "base item" in setitems.txt

I find the majority of you are grossly misinformed. For instance, do you know what the hero editor is and is not? Simply put, it is a software program developed by a user named Zonfire that allows for the creation, modification, and informational display of diablo 2 saved character files (*.d2s). This program only allows for interaction of .d2s files saved locally on the host's computer while the particular file is not in use. It cannot/does not allow for the modification/acquisition of other people's characters nor does it work with closed battlenet character files.
If you are interested in finding more information about where to legitimately download the file and get comprehensive seasoned help utilizing this program Ladderhall (google it) is where you need to go.

Another solution is to edit the level requirement for the item in the game files.
