Yes, it does seem your CPU is the bottleneck. However, 2GB of ram is not much these days.
Advice: Leave your PC as it is -> don't upgrade. If you want to upgrade, get a new computer instead.

Depends what setting you have D3 set to. Definitely not max or high though with those specs. I had 4gb ram and upgraded to 8. With only 2gb... and yeah your cpu is gonna be a big factor if it is slow. I'd say quad cores are almost standard these days
