I inspected someone that randomly joined me one time and his one-handed weapon had a "Dmg." rating of 11,000 something!!! How do you get equipment like that!? I mean, was it from a plan for the blacksmith or a drop, and if it was a drop what rift did it come from? Maybe an achievement award?
That brings me to my next question; How do you judge which armor or weapon is better? It seems like a crazy question but first you have the main number like Dmg. or Armor and then there's the green up arrows and the red down arrows. I'll already have a weapon that has a Dmg. 2260 but find a new weapon that has Dmg. 1990 but all the arrows are green (up), so which is better? And when you cycle through the gear you picked up with the up button, it doesn't even show you the main number. It just shows you the up or down (green and red) arrows. Does that mean that the arrows are more important than the main number?
Do higher difficulties rifts have better drops?
Also, I WANT THOSE GLOWING WINGS!!!!! Every so often I see someone with glowing, colored wings on their back. Just a rare drop or a black smith plan??

I guess you are a console player? The 11k damage weapon is probably a "hacked" one, with multiple sockets and a gem.
As for your damage: it is calculated taking all your damage (on weapon, rings, amulet) * mainstat/100 * (1+attackspeed/100) * (1+critchance/100) * (1+critdamage/100) if i recall correctly. So depending on your current stats, a 1990 dps weapon can be better than a 2260 dps, if your current one for example has no mainstat or critdamage on it. Also the speed of your weapon does matter, so that can be a difference.
You can do the calculations yourself and check things, but (unless you have so called "breakpoints" in your setup) if the arrows are green, you're good to go.
For the drops: anything under torment doesn't drop torment only items (like the set and some more), from torment everything can drop. The higher the difficulty (t1-6) the more will drop, not better.
Oh and BTW, you're title is not really descriptive for your problem/question. Having 109 people not respond is not that strange, as nobody knows what this is about. And a little patience is not a bad thing. Most people on forums did research, looked things up, did spend hundreds/thousands of hours to know their stuff. Having to wait for a day without putting any effort into it isn't that bad I guess.

I usually just go for the green arrows on the shield icon (better defense) ignoring new pieces of gear that have better attack (green arrows on the sword icon) to create a tank like character because so many people like to range attack and have lower defense. It's also sooo fun to run around and collect mobs and pull them in to one huge group and start spinning!!
So, does the Act matter for rifts?? I mean, does the best weapon only drop from 1 specific rift and the best hands drop from another exclusively?? What is the highest Dmg. number you ever saw on a weapon or the general Dmg range of legit weapons?

The game is split in 2 modes: story and adventure.
Story is "the old way", lowest drop rate and xp, but the story of the game (and some achievements are story only, if you are after those).
Adventure is the new thing. In general, you do bounties where you collect key fragments and bounty only legendaries (Ring of Royal Grandeur is an item a lot of people want, comes from the act1 bounties, you can google a list of them).
Once you got key fragments, you can do rifts. This is where the most legendaries drop (in amount, bounty and rift drop same in game items, just more in rifts). When you kill the rift guardian, you can get a greater rift trial key (I think guaranteed drop at T6).
This key can be used for the trials. Here you fight waves of mobs. Depending how many waves you kill, you get a greater rift key. In the greater rift, nothing will drop, everything will drop from the greater rift guardian. He also drops the legendary gems. If you finish in time (guardian down under 15 min) you can upgrade keystone or upgrade legendary gem. If you fail, you can still upgrade your gem. The higher difficulty, the more lot (but same quality) and the more chance to upgrade your gem.
So, unless you want bountie specific items, do rifts and greater rifts.

You get the wings when you get the deluxe version of RoS, or preorder. They do not drop in game.
