(credits to the guys at us and eu forums for the idea). Since legendary quality and stats does not depend on difficulty level, why bother and not clear all acts in two hours tops?
Because rewards are higher. If you can kill things efficiently, higher difficulties will yield more experience and more legendaries.
And there is always "fun" and "challenge" factors. Bowing up stuff in mere seconds can get boring after a while. In these cases, raising the difficulty helps with boredom.

Once you hit Torment, under the description of Torment where it tells you how much bonus xp/gold and what not your current level of torment is providing, the last line states that legendary drop rate increases per tick of the slider.
