I don't get this. Nihlathak struck a deal with Baal to protect Harrogath, yet, somehow, Nihlathak is in control of a bunch of demons and has his own sanctuary. What the hell? Did Baal give him this? Why? Why should Baal? Nihlathak just wanted to protect Harrogath, not a fortress of his own.
There probably is a reasonable explanation, I just haven't found it.

That's a good question. I've often suspected that Nihlathak had his own secret sanctuary for some time. I even think he was a rogue Necromancer who stole the secrets of the Priests of Rathma. But by the time you see him in the Halls of Vaught, his sanctuary is riddled with demons. You have to keep in mind that Nihlathak believe he is doing the right thing, but he is also probably unaware of how much further Baal had corrupted him.
So basically, I believe he was already a corrupt Elder; his corruption was merely exacerbated by Baal's coercion. I believe his sanctuary already existed and that he may have been dabling on and off in demonic magics as well as his Necromancer magics. All the while believing that he was the wisest Elder who would ultimately protect Harrogath and instilling in him this sense of destiny.
The full control (or seemingly full control) of the demons were probaly offered to Nihlithak to sweeten the deal. Baal offered Nihlithak power instead of just sparing Harrogath.

I mostly agree with what Siaynoq said. While I do believe he would have been the easiest to corrupt out of all the original elders, I doubt that he had practitioned very much in necromancy and demonlogy prior to meeting Baal. Him using Corpse Explosion could just as likely be due to gameplay mechanics (and as we all know, gameplay mechanics ruin lore).
Furthermore, Nihlathak's Sanctuary could just have been named so recently to make it easier for the player to understand just where he was going, the complex could be some old building from earlier conflicts or just recently built by Baal.
PlugY for Diablo II allows you to reset skills and stats, transfer items between characters in singleplayer, obtain all ladder runewords and do all Uberquests while offline. It is the only way to do all of the above. Please use it.

As far as him using corpse explosion, it's probably just my overactive imagination that I pictured the denizens of Harrogath having to go on some sort of pilgrimage at some point in their lives. During Nihlathak's, many thinks happened to him that gradually corrupted him along the way. Toward the end, something profound happened to him. Something involving a Necromancer. And somehow, Nihlathak managed to capture and torture this Necromancer and stole several of his/her secrets. He returned home a changed person. Speaking little of his journey, one thing was for certain: he had changed.
See, and I had to come up with that all because he had to use corpse explosion.
But I really do believe the sanctuary was built some time ago by Nihlathak's servants. It could have even been offically built to conduct "Elder business". And after the council was slain in erecting the Ward to protect the city, Nihlathak would often retreat into the sanctuary and brood. He probably started painting shit on the walls and eventually his mind began being twisted with guilt and shame. At any rate, as soon as he made a deal with Baal and had demons at his disposal, the sanctuary definitely looked hellish by then.

One of the biggest reasons I believe it was for Elder business, is because only Anya (or Nihlithak) has the ability to open the portal for you. So it's as if due to her bloodline, she has the power to access the sanctuary. But it may not be due to her bloodline, it could have just been that her father taught her many secrets to prepare her to lead one day, and accessing the sanctuary was one of those secrets.

Perhaps just having his throne right next to the Worldstone was how he worked his magic in order to corrupt it. It is also possible that he didn't have an unlimited number of demons to throw at you. It seems his plan with the Worldstone was an all or nothing bet and that his power as a demon was already marginlized so he was doing it out of some kind of desperation. He would either have it all, or risk being destroyed completely.
I seriously doubt you'd get a response. That or they'd be like, "Who?"
Actually, lore problems and clarifications have often been made on the WoW forums. I don't know if you'd get an actual response of you sent an e-mail, but I think it might be possible.
