Since it is rather pointless to level up a new character of the same class the focus is going to be endgame rather than Alts.
So once you have 1 of each class any legendary below level 60 is useless.
In D2 this situation was avoided because you had a reason to level up a new class and low level uniques had a purpose for that.
Kind of a waste ....
People who complain just to complain should be put on an island. You say this like because they made a low level unique, that it took away the possibility of having a high level unique or something. Its a good idea to throw out some fun uniques along the way to help bridge the gap to 60.. adds a little fun and its always been a part of the Diablo world. We all want to see items drop, and some of them will be quite useful as you level.
i dont mind lots of low level legendaries except there is a disturbingly small amount at 60 then there should be
When Diablo 2 launched, there was one "unique" per type of weapon/armor, and that was only for non-exceptional types of armor/weapons. They added the exceptional/elite uniques way down the road after launch. That has always been the staple, only on a few occasions were there more than one.
As a altoholic in wow, i buy rare stuff for my lvling alts, since its FUN to slaughter stuff while lvling
And its the same in Diablo, i did same back in my diablo 2 days, since lvling with crap gear is lame :>
D2 had items that were Unique and required a certain level to use that was low and viable at max level. I know it's much different in D3, but stillllllll!!!!

I'm not sure why people are so freaked out by the fact that most items have two and some even three level 60 legendaries. Most of them have some randomization so it'll still be different per drop and set you apart from other players. Or are people more interested in having more legendaries to have more varied item art?

If so at 60 with BiS you are wearing 0 legendaries?
It is possible to get a rare better than a legendary item. But with a rare you have 6 random affixes. You might roll a rare will 6 awesome affixes, but then again you can find a rare with 3 good affixes and 3 really crappy ones.
With a legendary (and set items), there are attributes that are fixed 3-4 affixes with maybe one or two random affixes.

The OP sounds like a WoW player to me. Diablo is not WoW. You don't rush to level cap and then "start" playing. I'll be pretty stoked if/when I find a legendary below 60. It's useful. Do you think that getting to 60 in inferno is just a formality? You will need the best gear you can get at harder difficulties. That *is* the game. Again, this is not WoW. The game starts at level 1.
