there could be some interesting builds that are based around heavy tanking by super high block chance due to 2 shields, and if they give skills like shield bash that make shields a viable weapon...then why not? diversity never hurts.
I don't think it's too far-fetched to be able to use certain types of shields for weapons. Granted, I don't think Captain America-like shield-slinging would be viable, as shields were, historically, generally considered melee weapons (and I say that because Henry VIII's armory contained several gun-shields, though their practicality is debated); while deflecting blows, a bladed or spiked shield could potentially cause extra damage to an opponent.
When I first saw this topic, I immediately thought of Cao Ren from the Dynasty Warriors series. He wields a shield that has a short, double-bladed sword attached to it (that can be removed if need-be). He doesn't dual-wield, but I can see the potential for maybe doing so, especially if the shields were light enough in weight.
I think having one shield as a weapon and defensive tool like the D2 and other known games/myths/histories would be a good idea.
However, I think 2 is a little far-fetched. Unless if we're talking about those shields used in troy where they are round and you can slip your arm in it instead of using your whole hand and wrist power to move the shield, it won't really work. The shields needs to be small, if they're paladin sized shield, it looks kinda..... weird. And realistically mobility will be severely slowed. When it comes to offense, again the 2 shields must be small. You need to use a lot of your body strength and motion as well in order to give the shield a big push to hit somebody. If they're smaller like Captain America's then you can probably hack around with those.
I don't think it's that bad an idea, but the shields will need to be held like Captain America (flat on the arm) in order to be used as an efficient offensive weapon. Holding it the way Paladin's hold it in D2 (Where it is always facing front) with both hands will be a little .... unmatching.
Don't most shields require you to put your forearm through? I can't imagine blocking anything (except a purse) with only my wrist and a handle that will likely swivel in my hand.
