Also technically the crusader is "Mid Range" meaning they can, if they want, totally avoid melee and still be viable. Monk and Barb get the 30% DR because in Vanilla (and tbh RoS, outside of one slightly strange Barb build) they're forced to be in melee to be effective, meaning they have to tank a certain amount of AoE that the classes with range will avoid naturally.
Of course this means that Melee Crusader builds are SUPER squishy, which does somewhat lower their viability, which sucks.

The lack of 30% reduction is probably because they are considered a "mid-range" class. Longer range than standard melee, but not as far as the ranged (somewhere around 12+ yards), so they can potentially stay out of more danger while attack than the Barb and Monk.
as mentioned, shields give better block chance, and the midrange thing, but also skills are built around big increases to block chance. if you figure well geared crusaders are going to have better than 50% block chance (cap 75% ??) and skills that heal/stun/etc on block, it will mitigate a ton of damage. adding the 30% was probably overkill when they tested it.
Having 30% DR base would probably have come at a cost of potential offensive power. This way you can choose to build tanky for melee (using much more powerful defensive abilities than would otherwise have been available) or you can go midrange and build more offensively. It's basically how wizards are set up.

I think it's too early to judge viability of anything Crusader-related
True, This is just going off what I heard from people in the beta, melee crusader CAN be done (and I plan to) but it is considerably more squishy than a barb or monk of equal toughness score, as the 30% inate DR isn't taken into that calculation.

The 30% decrease was a band-aid fix for a problem the developers didn't see coming, the crusader has been built with this in mind. They have had plenty of time to bake melee survivability right into the class without some arbitrary number getting glued on.

Even "Mid Range" the mobs and aoe can close the gap super fast. Hopefully hes not as squishy =/
