Playin around with the skill Calculator
I realized there So many combinations x the rune combinations
to put together for PVP and PVE.
Blizzard should reimpliment the multiple hotbars option(1-5)
as they had in WoW. Not exactly like WoW but similar
where its just a choice between the bars (out of combat)

maybe set up a system like....
1. you CanNot switch hotbars while in combat just out of combat
2. or you can only do it in town or designated areas out of combat
3. or have Waypoints or objects emmit an aura/buff allowing the player to switch hotbars out of combat
maybe Blizzard can implement it by
using it as a gold dump making chars buy extra hotbars for gold or something
***it would definitely require more runes to maintain more hotbars and maintain the economy of runes***
well anyways...
seeing all the combinations and how many times I'm going to want to switch out
my skills for different situations.
I see a need for this in the UI please.
For Example
the Monk and his Mantras
for every mantra I would want a different skill set
and with a different skill sets i would want different runes
or Pvp sets
casters vs melee vs different combination of teams
you would want different skill set to your hotbar for each of these choices
there is no universal skill set and would make playing a character predictable if there was
PVE sets
boss fights vs aoe fights vs just running around grinding
now imagine
swapping out skills
then adding a new set runes
to do this everytime
it would become quite a tedious task eventually
that i would just become lazy and play the same build over and over and over again
not only with just skills
different rune affects of the same skill call for different skill sets
the combinations are endless...
Im not sure if someone already thought of this
or its already implemented?
The last I heard BLizzard didn't want people just hotswapping skills around...(ie. they don't care enough to stop it, but it's not going to become the supported method of gameplay)

I suggest playing around with the skill calc
and just imagine what could be done with all those skills and runes possibilities
granted this is all theory craft at its best
but the pvp and pve combos are ridiculous on paper right now

I'm confused WHY you want more hotbars. If you are swapping skills, you still need to pick those skills you want, and de-socket and re-socket the skills. Are you asking for a way to switch between specs in a fight? If not, then why want more hotbars, it takes all of 12 seconds to click the button on your hotbar, pick a skill from the pop up menu and choose one.
I also don't support the all caps whining in the title. While blizz caters to its audience, with enough people against your idea it WON'T get implemented. Which I hope so.
The last Jay Wilson interview I watched, talked about why they reduced the active skills from seven down to six.
The idea was that with seven skills players generally were able to get every skill they wanted, and with six they had to make a choice.
I think they want you to get less than you want.
Also, I'm against the additional hotbar idea, I want to play Diablo with mainly my seven button mouse.

I don't understand why you want this, is it really just a lazy issue? If you are find with waiting out of combat and maybe close to town / with a cooldown, then why not just switch your skills with the 1 hotbar? Are you that lazy?
yes there are too many skills to pick from
especially with rune affects to play
im not complaining
leaving only 6 choices to play with at a time is what makes this all so crazy

Now on-topic. Sorry, I just don't like it. I already don't like that we are able to freely switch skills on the fly without any sort of cooldown to it. Allowing people to experiment with different skill sets is a legit goal, but they could have tried that in other ways.
I remember seeing a post somewhere that suggested having a cooldown to "skill swapping". Like a cooldown based on your level - the cooldown being equal to half your level in minutes.
Early levels = almost free to experiment with low cooldowns, later levels = more commitment, but still allowing respecs. For instance, lvl 5 would have a 2 minutes 30 seconds between skill swaps, lvl 60 would have a 30 minute cooldown between skill changes.

What we're getting at here is that part of Diablo is committing to a build and finding something balanced that can work for many situations.
You're not supposed to want to/be able to radically alter your play style on the fly. The skill UI is pretty slick, it should only take you a few minutes to swap your entire set of active skills and passives, and I think that's perfectly appropriate.
Another principle of Diablo is a simple interface. multiple hotbars that are swappable moves away from that design.
If Blizzard were to implement hotbar swapping and build saving features, they will have to put some sort of cooldown or cost on doing so. The fact that you have to change things manually is a design decision to make your decisions matter. Making it too simple to change your mind on the fly or even create highly specialized (not balanced) hot-swappable builds defeats the design of a game where making choices between what you can and can't do is the principle of character development.
They don't want players seeing a large pack of weak mobs and saying "Ok, I'll equip my AOE set now." and then when that pack is gone and they see a single large mob, "K, now I'll hit F5 and my entire build will change to deal with this one guy." I think they're ok if before you tackle a boss you decide to swap a skill or two, but entire skillsets and hotbars goes too far into creating a character that can just use everything at once.
This is one of the most ridiculous things I've heard. You're complaining because you can't use every skill is what it comes down to. People are already on the fence about whether or not being able to switch skills at will kills all sense of customization (sorry for the sudden onset of alliteration). This would be like shooting any customization at all right in the face. What's next, every player starts with the best gear they can get?
You SHOULD NOT be allowed to use every skill. That's what actually makes games like Diablo 3 challenging and fun; having to make decisions, and seeing how well you do. Then tweaking them until you get it just right. Not being able to do anything you want any time you want to.
whats funny is, I am (was) one of the people against the whole not letting you switch when you want to. However, when reading the OP, I facepalmed at this idea, haven all the skills out at once... leaves nothing left (imo). I really like what bash said about how when there was 7, you didnt have to think, but with 6... now the fun started.
And now it just clicked... I finally agree with the others I dont want skills to be so easily switched... TY op =P

One solution would be to allow what OP suggest but only in the town, seeing how this would reduce the downtime after joining a group and having to change your build to optimize when you are grouped with a certain class or classes.

then a monk would never use any other his other mantras
and with runes some of those other mantras are pretty nuts
and with every mantra you want a different skill set
