Depends, really. My pants with 230 dex is better than a pair of Inna's glory pants with max IAS, 1% crit (I have 375% crit dmg so 1% crit is like 1.5k dps to me), and 38 dexterity, by 2.5k dps. Logic dictates that if you get a 2x socket version (for about 15m), then you could up that by about 50 dex with stargems. Add on top of that the fact that you can get a relatively cheap 170 dex belt, but an Inna's with any amount of dex is in the 25-30M figures.
Which means that from buying a pair of pants with ~230 dex due to sockets (assuming star gems), and a 170 dex belt, you'll have 400 dex vs 275 dex + 6% IAS +1% crit +5% dmg.
So yes, a proper belt + legs *are* very usefull. The bads news is, it'll cost you about 40-50M to get a proper "set".
Lucidity - not entirely true, just equip a non-elemental dmg wep, then the belt, then the elemental dmg wep and it should have the correct modifier. Works for my monk, atleast.
And I'm not sure I understand the math you're doing on the pants. Are you saying that your pants have 230 dex after sockets or before? Every pants i see on the auction house with that much dex is post sockets.
I think it'd be pretty hard to beat the inna's 2 piece if you have a belt with dex and pants with 2 sockets. Athene still wears them. Not to say Athene is a god or any sort of definitive authority on DH's, but the guy is the quintessential min/max gamer with unlimited resources, and if he can't find better with the billions and billions of gold he has access to, I probably won't either.

And 230 dex on pants is post-gems. What I'm saying is, a relatively cheap belt and relatively cheap set of pants gets you 400 dex (5M max spent on both together), while Inna's gets you 275 dex, 6% IAS, 1% crit and 6% dmg in the best case scenario, for ten times that price (50M).
Something is definitely weird with the innas. If i swap out like you said i gain 10 dps. it was so marginal that I didn't even notice it. However, I know that that's not 6% of my dps.
As to the price between Inna's and a comparable set from rares, i agree that you have to spend quite a bit more for the extra upgrades. But at that point in the game when you get close to or over 100k dps without sharpshooter, small upgrades start to skyrocket in price. That's just the way the economy works.
As was posted in the other thread, this is how Innna's calculates it's bonus:
(minimum weapon damage) - (minimum elemental damage, if you have any) * (% holy damage from belt) = x
add x to both the minimum and maximum damage values on your weapon. With my 1026 xbow, I get about +26 from my 6% belt. Important to to note, is that most bows have elemental damage which makes up for the majority of the weapon's minimum damage. the result is a bonus of either +5 or +6 damage, which is relatively small. If you can find a bow without elemental damage, it wil benefit from Inna's much more. If you have any rings or other items that add to your damage range, you need to add that to your minimum before you perform the calculation as well.
The bug with Inna's seems to be that if you equip a weapon without elemental damage, then the belt, and then your real weapon, it doesn't subtract the elemental damage from your newly equiped weapon. I would expect this to be fixed in a patch soon, and it does seem to be more buggy than just that, but I haven't figured out what else it's doing.
I found my belt, and picked up a one socket pair of pants for 400k, which makes it a great value. I do have a dex belt and dex/vit pants that net me about 1k more dps, but the +7 move speed is worth the difference to me.
The same way as it would with any other elemental damage. It calculates it's bonus off of your non-elemental minimum damage. So a weapon with the same minimum damage values and the same elemental damage, be it holy, fire, arcane, etc, will get the same bonus.
It is bugged, but not in the way you think. If you want to keep coming up with your own idea of how it should work thats fine, but it's been explained more than a few times already how it actually works.
Can a pair of Inna legs have dexterity and 2 sockets? I've searched soo many pages and could not find any set of pair with dexterity + 2 sockets, and gave me the impression that i've seen it somewhere.
