This is a modified version of my T13 Speedfarming build for regular rifts that can be used specifically for bounties. It doesn't rely on In-Geom, since the amount of elites you kill will vary, but it still has 100% uptime on Steed Charge when you take the full ride. You can cube either Leoric's Crown or Gloves of Worship, depending on the gear you have and your CDR requirements.

I tested this build recently in a four-player party with decent gear and we were still able to one-shot trash and kill Elites quickly. The build has more than enough power to quickly and effectively complete split T13 bounties.

Intro

Condemn is back and better than ever in Patch 2.6.1 due to the damage buffs to the Akkhan 6-piece set bonus, Blade of Prophecy Legendary Power, and Frydehr's Wrath Legendary Power. The flail and shield used to come with a generous amount of Condemn damage skill %, but those have been removed in this patch and instead, the multipliers have been added to the Legendary powers to take the damage to the next level.

Gearing

You have some options in several slots. As I previously mentioned, Leoric's Crown and Gloves of Worship are interchangeable. If you find that you have enough defense without Goldwrap, then you could drop the belt for the two other listed options and going with a Vigilante belt might allow you to cube a different piece of armor. More on CDR scenarios below.

There is flexibility in the gearing when it comes to where you get your cooldown reduction. You only need enough to reach 55-56%, which, when combined with the Akkhan set, will give you 100% up-time on Akarat's Champion. With Leoric's Crown in the cube (or worn) and a Flawless Royal Diamond in your helm, as well as maxed out CDR in your paragon points, you can go without CDR on one piece.

Warzechian Armguards will give you more speed as your Wreath of Lightning procs and tags breakables (which will happen all the time), but since there are so many shrines and you're using the Gloves of Worship, an acceptable alternative would be Nemesis Bracers just to get the free monsters, especially in zones where you have to kill X amount and the zone is barely populated.

Lastly, I cube an Avarice Band to make the gold pickup easier, which keeps the movement speed bonus of the Rank 25 power of the Boon of the Hoarder constantly active, but you may prefer to change it to something else. A Ring of Royal Grandeur would allow you to change out yet another piece of armor for something else, although not too many options are going to help with speed/movement, which is what you should prioritize for bounty farming.

Put Flawless Royal Rubies in your chest and pants and a Flawless Royal Emerald in the weapon.

Skills

Having a generator helps to smooth out Wrath usage in general and also helps you keep your Focus and Restraint buffs up. I prefer to use a melee generator with Condemn, but some people also like Justice.

I use Akarat's Champion - Prophet because dying from running out of gold to pick up sucks (and is inefficient). You may want to swap those out for something else though. If you change away from the Prophet rune, you'd probably go with Embodiment of Power for better Wrath regeneration.

You might also go with a different rune on Provoke, but it really doesn't matter. Too Scared to Run will at the very least keep your clumps of monsters from dispersing too quickly, but Charged Up will give you a tiny bit more damage.

The other skills I feel are all mandatory in order to make the build operate as powerfully, smoothly, and quickly as possible.

The only major thing to note with paragon priority is that Cooldown Reduction is super important to maintaining 100% uptime of Akarat's Champion, so prioritize that here.
