Use a simulator/spreadsheet/or simply Diabloprogress to figure it out yourself. Usually depends on class:
For classes who are dual-wielding, usually crit hit chance is better (because you get 260 CHD from weapons). For other classes, usually CHD is better (because you get an additional 10% CC from your offhand). For some classes (support monk, shotgun crusader, WoW wizard) some people (not everyone) would prefer CDR.
In case you dont like or know how to use spreadsheets, I would suggest going to the class appropriate forums and asking there. Give your profile and as much info on your toon as possible.

I assume you have 50 points in CDR and the remaining 47 points in CHD for paragon. Which means you're at 47% CC and 436% CHD. Looks good. Don't re-roll the ring.
Edit: I have to urge you to *not* re-roll the ring, actually. The chances of getting 50% CHD (or even 45%+) are insanely small. You'd end up with 41.5% CC and 486% CHD. Yes, you could swap paragon points to make it a perfectly even CHD/CC ratio but as Diabloprogress calculations show, it wouldn't change a lot about damage numbers; the potential gain is less than one percent, but you *will* spend literally millions on re-rolling that ring.
In the end, my rule of thumb is to keep CC for dual wielding. Gear changes and you don't want to re-roll your SoJ every week (keep in mind that every re-roll costs 9 Marquise gems plus 900k gold).
ALSO: You're missing CHD on gloves and amulet. Re-rolling that Cameo to anything about 60% (!!!!) CHD would increase your DPS. Holy shit, why did you re-roll the IAS to lightning damage? If you had re-rolled the LoH to CHD this would have been a close-to-perfect Cameo...

I have done some testing, I have a Cameo with 100% CHD and 10% cc and the 20% Lightining dps one i am wearning now does more damge when i crit so i am ahunting for a Cameo that already has CC and CHD on so i can reroll 20% Electric
