In the first of these two screenshots, two "Maniac" Fallen Ones are being electrocuted, but the Wizard is clearly not casting Electrocute. She is casting an entirely different spell. Then, if you'll look closer, you'll notice two small, spiked, light-blue orbs floating around there. Perhaps the Wizard has a Lightning Orb spell?
The first is teleport + electrocute I'd assume. But you're right those orb/spikey gem things are odd looking. Could be like the assassins trap or maybe just items that dropped at the wrong time, or something.
Anyway the second looks like a time stop bubble opening to me?
I believe these are two maybe three new skills. I watched the video and the skills videos from the official site and these to appear to be different
First pic - The electrocute does not have the spiked orbs in it so I do think it is some sort of trap or maybe orbs that go around looking for things to shock. As for the teleport idea. If you watch the video there is a gold glow beneath her when she teleports not blue, of course they could have changed it but I believe its something different, maybe an electric AoE
second pic - i doubt it is a slow time bubble because a. the bubble appears around the caster and b. the bubble for slow time is blue not orange. I think it is some sort of arcane blast spell,or it would be cool if it was the opposite of slow time and the monsters that walked into aged really quickly and decomposed or disintegrated.

Im not sure what that orb is but it must be specfic made for the wizard.
If you watch the wizard trailer you see that she has that orb in her hands all the time so maybe its quest related. Im pretty sure its not a spell watch the gameplay trailer of the wizard and see for yourself she walks around with that orb in her hand the entire time.
The first spell is also displayed in the wizard trailer. When she stands in front of the door and the zombies are behind her she jumps in the air and blue light hits the ground exactely as in the first picture. So i assume she casts lighting than uses that spell.
Guys, read the text. He's not talking about that Wave of Force spell the Wizard uses, he's talking about the lightning and the silver spikes.
I think you're right, the spikes are part of the spell. They are glowing blue, so they can't be an item, only objects that are part of the spell glow blue (including enemies). So yeah, they could be some sort of trap thing that conducts electricity. Though honestly that sounds and looks really silly.
The second one I have no idea, though I'm sure I've seen it somewhere before. It could be someone leveling up.
First Pic: It really looks like a new spell or a new rune taking effect uppon eletrecute and teleport. And the spikes looks very odd (unless it as a moving missile that usually have odd looks but noone notice).
Second Pic: I'm not sure but it really looks like Arcane Orb exploding (not a new spell then).
Well... those who played the expansion to Diablo I (Hellfire) will remember the "runes," which in that game were traps. They looked like little multi-sided dice, and spikey stars and such, and when monsters got close to them, they released one charge of a given spell. I'm guessing that that is what's going on in the first picture. The wizard threw down two lightning "runes" (which will obviously not be called runes), and hit wave of force. That would explain what those two spikey things are, and how she was able to cast two spells at the same time. This would actually mean that the lightning isn't even a "spell," and would imply that anybody could use that tactic.

I never knew that about Hellfire actually, but man, that is an entirely possible thing that we've all seemed to overlook ^^.
Could be a rune that delays spells until a monster walks near...
