People cried about getting higher torments. Me incuded. And they listened and added higher torments. I don't see that as being lazy. Being lazy would be to keep t6.
As for not doing much more than increasing health and dmg of mobs. If you want it differently and interesting you got greater rifts
it seems like most are actually happy the d3 devs have stepped it up a big notch, though some people will always complain...While there's always room for improvement in the game, this is a step in the right direction for sure.

Named games
Descriptions on games/lvl rq
maybe more tavern talks or community events
a gift for other items
being able to cube an item into ancient maybe
i cant think of much more, but lastly EXPANSION....cause we know we will all buy it and it will provide revenue for shareholders and provide us with content..
I don't believe they are getting lazy. If the only thing introduced with this patch was the installation of T7-10, then yeah the argument for laziness is reinforced. You must look at the whole of 2.3 to make that statement though. So I agree with RRenaissance when he intimates you're missing a greater majority of changes. The amount of content being shoved out the door is shocking from my perspective. I feel that they are either spoiling us unabashedly or prepping us for a shot in the arm. IE: No expansion announcement. Sorry Ferret and everyone, truly!

I don't think the devs are being lazy when they are giving us a patch with...
...a new zone with art and enemies
...new upgrade and crafting mechanics
...new legendary/set items and mechanics
...new seasonal items
...new voice acting pushing forward the lore
...class ability tuning
...new shrines
...getting rid of trials
...difficulty benchmarking
...new achievements
