If they remove the casting cost they've implemented it might be worth it.
Frostburn gloves and azurerath seem like a good option coupled with winter flurry ^^

Rimeheart + frostburn probably mandatory to make this skill work well at high torment level. Even then will be far less than optimal with the proposed changes to channeling skills.
As much as I like sleet storm, being up close and personal gets very dangerous at t5-6. Been playing with it a lot on my wizard, using one of the other runes is much better for the most part as it gives you range, particularly when you have a light of grace.
Posting from phone right now but one of the builds I use might be good in 2.1 as it groups elites, clears some of the crap they throw around, semi freeze locks, boost all damage by 30%. All while staying at a safe range. Might post it later when I'm on my home PC.

In the next PTR, you'll find we've removed the upfront Arcane Power cost from Arcane Torrent, Disintegrate, and Ray of Frost. In addition, the damage these abilities do with now scale upward over time, rewarding you for spending additional time channeling.
These changes more accurate portray our design intent for these skills - that the longer you channel, the more reward it brings. Let us know what you think, especially once we patch the PTR and you can give these changes a try in practice. :)"
This is amazing news for my plans!!! Hopefully Sleet Storm will slowly ramp up from like 375% to 775%. I don't think you should be able to channel infinitely, but obviously it takes time for the creatures to come to you to be killed (one of the flaws of the build). Excited to see the new updated patch notes for 2.1 and I absolutely love Blizzard's responses to player feedback it's refreshing.

This would be the build I think would be best: Sleet Storm Build
I'm not sure what specific legendaries would buff this build the most, thoughts?

I too am looking forward to Sleet Storm build in 2.1. I played with it forever when RoS firs launched but it just didn't have the dmg output.
